CASE #8: APPOINTING OF LIQUOR COMMISSION:

CASE #9:

Council, at their July 28, 1981 meeting directed
Councilmembers to submit one name to serve on an
Ad Hoc Liquor Committee to review the City's policy
on number of off-sale liquor licenses it should issue.
Presently, the City's Liquor Ordinance, paragraph
130.092(5) states the City may only issue a maximum
of two (2) off-sale liquor licenses.

Further, Mayor Gamec would like the Committee to review
a fee structure for on-sale beer licenses and set-up
licenses for here in the City of Ramsey. Presently
we have nothing iu otm ordinance covering beer licenses
and set-up licenses.

Council Action: Youm action will be to appoint the
Ad Hoc Liquor Committee and give them direction as to
what you want them to acco~lish and what time frame.
Please refer to enclosure (D2-g) forpropbsed resolution
you should adopt.

AMENDING PARAGRAPH 130.0110 OF THE CITY'LICENSE'CODE 130.01:

Du~ing the audit this year, the auditor pointed out that
the City was charging $50.00 for its off-sale beer license,
as the above paragraph of the City code established this
license fee at $30.00. In checking with the City's previous
ordinance which was the township Code, the fee was established
at $50.00

Consequently, it is assumed that paragraph 130.0110 which
established the off-sale nonLintoxicating liquor license at
$30.00 is a missprint and it should have been $50.00

'cotmcilAction~ You~ actlonl will be to amend paragraph 130.0110
of the City license code 130.01 to read $50.00 for non-intox-
icating liquor'off-sale licenses if you want it to be the same
as your old township license fee~

However, if it were your intentions to Change the non-intox-
icating llquoroff-sale license fee f~om' $50.00 to $30.00 when
you codified yoU~ordiuance Lu 1978, then the City should refund
those businesses'for the amount they would have been overcharged
and this would require Council action.

Council should adopt one Ofthe following motions at this
meeting:
