Other sewer issues A preliminary review of the Ramsey Comprehensive Sewer Plan by Metropolitan Council ~nd r, WCC staff'has identified the following concerns which shoGld be the subject of further discussion with the city. The design of the local collection system to provide for storage an~ off-peak pumping to allow future, long-term ~ervice ~o northern portions of Ramsey. I~ is felt that the collection system tha~ is initially provided shoulo be sized based on its ultimate service rune[ion. Stornge and off-peak pumping are normally used as remedial measures rather than being intentionally used as a deslgn so~ution. ~ /~K The 70 gallons per person per day flow assumptions- I~ is felt that f~ow should be increased to reflcct potential inflow/infiltration or tl~at an additional inFil~ration factor should be used in determining system s~zlng. In terms of the provision of initia1 metropolitan sewer service, more definite assurances s~ould be provided indicating close coordination between the installation of Ioca~ sewers a~cl the construction of the metropolitan system. In other words, the ~WCC does not want a sltua~ion where the metropolitan facility would be completed and there would b~ delays in local system construction which wou'l~ cause lack of use of the r~ctropolitan sys- tem for some LieUt. - ~l~ Ramsey is going to request interim service fr~m khe existin9 Anoka plant prior to the completion of the pern~anent metropolitan sec.;er service alter- native (CAB interceptor or expanded Anoka plant), dctc. i !s should be ~ro- vialed on the amount Of interim service that is needed.
