The f4etropolitan Council's Development Framework anticipates a 1990 urban- <br />ized land arco of about 2 square miles in Rn,~scy. Further, the Council's <br />208 \~ater Oualit:y Plan anticipates a ~otal 1990 I)Op~la~i~? of 13,900 and <br />1~90 scwered population of 6,000 with o domestic flow of ¢¢7: ~GD from <br />city. Tbe Council s plan .anticipates no industrial flow ¢(om the city. <br /> The dlsperlty between the size of the 1990 urban arco artlclpated in the <br /> Ramsey Urban planning District r~.port and the general scale of urban <br /> deve]Opn~en[ anticipa[ed in the city by the DevelOpment Fra....:e~,,ork was raised <br /> in the 1977 ~etropo~itan Council review of ~l~e city'S Urban Pia~'.ning District <br /> report. This is a significant issue which should be addressed as Ramsey <br /> completes required plannlng under the Land P~anning Act. <br /> This issue may b.e directly related to the foi~owing issue concerning the <br /> timing of metropolitan sewer service to Ramsay. Potential resolution of the <br /> issue may be ~inked to a reevaluation oF the timing and staging of development <br /> within the city's urban service area through 1990. This plan <br /> indicates the following: <br /> The al~ernatlve-providing service to Ramsey should be constructed in the <br /> '1981-84 ti,~c period. Assu,]~ing the 201 study will not identify a preferred <br /> sewer alternaLivc until 19~0, one year t0 obtain grants to design and <br /> build the alternative,-one year for plans and speci~icatlonS and two years <br /> · to construct ~he selected alternative (either thc CAB in~crceptor or <br /> expanded Anoka plant)--it ~ill probably be 1984 when metropolitao sewer <br /> service will be available. It would appear reasonable that the second <br /> '-Ramsey connection could be provide~ concurrently'with'the selected <br /> altcrnatlve in 19~4. <br /> <br /> <br />
