The f4etropolitan Council's Development Framework anticipates a 1990 urban- ized land arco of about 2 square miles in Rn,~scy. Further, the Council's 208 \~ater Oualit:y Plan anticipates a ~otal 1990 I)Op~la~i~? of 13,900 and 1~90 scwered population of 6,000 with o domestic flow of ¢¢7: ~GD from city. Tbe Council s plan .anticipates no industrial flow ¢(om the city. The dlsperlty between the size of the 1990 urban arco artlclpated in the Ramsey Urban planning District r~.port and the general scale of urban deve]Opn~en[ anticipa[ed in the city by the DevelOpment Fra....:e~,,ork was raised in the 1977 ~etropo~itan Council review of ~l~e city'S Urban Pia~'.ning District report. This is a significant issue which should be addressed as Ramsey completes required plannlng under the Land P~anning Act. This issue may b.e directly related to the foi~owing issue concerning the timing of metropolitan sewer service to Ramsay. Potential resolution of the issue may be ~inked to a reevaluation oF the timing and staging of development within the city's urban service area through 1990. The ~ity seems to feel that they cannot effectively plan without knowing more about the timing of metropolitan sewer service. Realities of ongoing 201 planning make it impossible to provide Ramscy with any more definitive direction on metropolitan sewer service than is currently contained in the 208 Water Quality Management Plan at this time. This plan indicates the following: The al~ernatlve-providing service to Ramsey should be constructed in the '1981-84 ti,~c period. Assu,]~ing the 201 study will not identify a preferred sewer alternaLivc until 19~0, one year t0 obtain grants to design and build the alternative,-one year for plans and speci~icatlonS and two years · to construct ~he selected alternative (either thc CAB in~crceptor or expanded Anoka plant)--it ~ill probably be 1984 when metropolitao sewer service will be available. It would appear reasonable that the second '-Ramsey connection could be provide~ concurrently'with'the selected altcrnatlve in 19~4.
