3) Applicant shall deposit with the City of Ramsey, a cashier's check, irrevocable letter of credit, performance bond, or other suitable security acceptable to the city of Ramsey in the amount of 150 per cent (150%) of the cost of completing all landscaping improvements to include landscaping as shown on the approved site plan, final site grading, lighting, driveways or parking areas, curbing and approved fire lane. Construction of the building shall be as shown on the building design plan, drawing number 1637 dated August 15, 1980 and as approved by the City's Building official. Applicant shall substantiate his costs for all landscaping improvements to the City Administrator or his representative. Applicant acknowledges that failure to complete the landscaping improvements defined above by August 1, 1981 shall result in forfeiture of the financial guarantees provided to the City of Ramsey. Parking area shall be constructed of four (4) inches of' Class V base material and two (2) inches of bituminous mat surfacing. Escrow amount is 4) As Applicant complies by completing the site conditions defined under Item 3, the City of Ramsey may release all or any portion of, the financial guarantee upon~written request to the City of Ramses, however, in no event shall the City of Ramsey release any amount which would reduce remaining guarantee below 150% of the cost to complete all remaining site conditions. 5) In addition to the site plan improvements, dimensions, etc., as shown on the August 15, 1980 site plan the following conditions shall be met: a) A 15' wide drainage and utility easement running to Anoka County shall be conveyed to the County, said easement shall be west of Armstrong Boulevard parallel with and adjacent to the 60' to center line road easement as shown on the August 15, 1980 site plan. b) The State Fire Marshall's approval of the gasoline pump location shall be required before the pump's installation. c) Soils and perk tests indicating the feasibility of the development of the site shall be submitted to the City. d) A grading plan and a site drainage plan indicating the site's drainage provisions shall be provided to the City. e) A 20' wide fire lane shall be provided which shall also serve as the parking lot travel areas as shown on the August 15, 1980 site plan and said area shall be marked as "fire lane." f) A landscape design plan shall be provided to the City. g) Along with the gas pumps, the Applicant shall provide for public use a compressed air system.
