shall advise the subdivider of the extent to <br />which the plan conforms to the requirements of <br />the community and the ability of the city to pro- <br />vide essential services, and may discuss possible <br />modification necessary to secure approval of the <br />subdivision. <br /> <br />4. Preliminary Plat Approval <br /> <br />(a) <br /> <br />The subdivider shall submit a Preliminary Plat of <br />the area to be subdivided prepared by a registered <br />land surveyor. <br /> <br />The subdivider shall submit 5 copies of the Prelimin- <br />ary Plat to the Zoning Officer 30 days prior to the <br />Planning Commission meeting for City staff review. <br />The subdivider shall also submit to the Zoning <br />Officer 10 additional copies (or one 8 1/2" x 11" re- <br />duction) at the sam~ time for distribution of the <br />Planning Commission prior to the meeting. The <br />application shall receive a copy of the staff report <br />when copies are distributed to the Planning Commission. <br /> <br />(c) <br /> <br />The City staff shall review the Preliminary Plat <br />and shall transmit a report with their comments <br />together with any supporting material to the Planning <br />Commission prior to the meeting. <br /> <br />(d) <br /> <br />Payment of a fee as determined by resolution of the <br />City Council which if commensurate with the cost of <br />processing this application. <br /> <br />(e) <br /> <br />The Planning Commission may require qualified technical <br />services such as land planning and legal to review the <br />Preliminary Plat and advise on its suitability re- <br />garding general planning; conformity with plans of <br />other private and public organizations and agencies; <br />adequacy of proposed water supply, sewage disposal, <br />drainage and flood control, and other features. The <br />subdivider shall be required to pay the cost of such <br />services. <br /> <br /><f) <br /> <br />The Planning Commission shall review the Pre- - =- <br />liminh~y ~lat,=donsidering the reports of the City <br />staff and other technicians, if applicable, and shall <br />either reject, or approve the proposal within a <br />reasonable time of submittal to the Zoning Officer. <br />Prior to the approval of a plat by the Planning <br />Commission and referral to the City Council a public <br />hearing shall be held. Notification of the hearing <br />shall be placed in the official newspaper at least <br />ten (10) days before the day of the hearing. If the <br />plat is disapproved by the Planning Commission, they <br />shall set forth the grounds for such refusal in its <br />proceedings and shall transmit them to the subdivider <br />and City Council. <br /> <br />95 <br /> <br /> <br />
