b) Grandfather Clause in State Local Aid Law - The Governor <br />remarked most governmental entities liked the grandfather <br />clause and it appears he also likes it. In our resolution <br />#80 -77 we asked for the abolishment of it. This particular <br />law is really creating havoc to our State. <br />Comments: The Governor's letter points out two things to me <br />and that is the Governor is depending on his legislators to <br />act on the State Local Aid law which will include the same old <br />grandfather language. It all points out that we have to get <br />busy or you will get another dose of the same medicine. <br />Accordingly, the following has been initiated -- your Council <br />legislative committee will be meeting with members of the <br />League of Small Cities in regards to drafting legislation to <br />change the present laws governing the distribution of local aid. <br />This first meeting will be November 7, 1980 at Shakopee. <br />Secondly, in checking with the State Local Aid Specialist in <br />St. Paul Monday on what the City of Ramsey will receive in <br />Local Aid in 1982, we learned that Ramsey will receive approxi- <br />mately $200,000 in 1982 which won't be very much for a growing <br />City. I will go over this wish you all <br />CASE #12: FINANCE: <br />Transfer of the following funds as indicated: <br />'1) Transfer $18,126.00 from General Fund to State Aid Con- <br />struction Fund #304 (Fund Deficit) <br />2) Transfer $745 from General Fund to Park Recreation Fund <br />(required transfer as per City Budget 1980) <br />3) Transfer $17,010 from General Fund to Equipment Revolving <br />Fund #605 (1980 contribution as per 1980 budget) <br />4) Transfer $2,660 from Bond Administrative to General Fund <br />#101 (to cover maintenance costs of special assessments) <br />5) Transfer $13,300 from Park Improvement Fund to Park and <br />Recreation Fund 221 (to cover the construction costs for <br />hockey rink and Traprock Horse Arena) <br />Council Action: Your action will be to approve /disapprove/ <br />amend the transferring the above said funds. Enclosure (D2 -r) <br />contains resolution you will adopt if granting approval. <br />If you disapprove /amend you should cover this with a statement <br />as the above transfer were created by Council action. <br />
