Chairperson McDilda and Board Member Olds reside in Ward 4. Coordinator Anderson stated
that each Ward is represented by at least one Board member.

Board Member Max stated he would volunteer to contact Council Member Elvig in Ward 1. He
stated that the Council members could be contacted before the work plan goes before the City
Council for approval.

Councilmember Strommen stated that it would be good to get input. She named each Ward
Councilmember. She added that the City has five year goals. She noted there probably is only
one goal that might he relevant to the EPB. She stated that the tasks in the work plan should fall
under that goal.

Chairperson McDilda asked how to get a copy of that goal.

Coordinator Anderson stated he could locate the 5-year goals.

Chairperson McDilda concurred with the idea. He directed Coordinator Anderson to find a copy
of those goals. Chairperson McDilda asked members of the EPB if there was interest in putting
together environmental recommendations regarding review of the grading policy.

Environmental Specialist Bacon stated that was a direct function of the Zoning Department.

Coordinator Anderson stated that would be a direct function of the Engineering Department.

Board Member Max stated that would be more interwoven and involve more people than the
wetlands issue.

Board Member McDilda concurred that this would be a fairly major undertaking that would flow
from year-to-year.

Coordinator Anderson stated that the Engineering Department would need to be involved.

Chairperson McDilda stated that it would be so intertwined with other things the EPB has been
working with. He asked if the Board Members would be interested in pursuing a grading policy.

Board Member Max proposed that something be put in the work plan to review the grading
policy with the potential to revise it in the following year.

Chairperson McDilda concurred with the idea adding a review of grading policy as a line item to
the work plan calendar for 2006. He asked if there were any other items on the calendar that
needed to be addressed for 2006.

Board Member Max asked what would happen when Environmental Specialist Bacon retires. He
asked if the EPB would be involved in the decision for input in the interview process.

Chairperson McDilda stated that he didn't think the EPB had any direction for input.

Councilmember Strommen stated it was a good question for the future of environmental
programming in the City.
Environmental Policy Board / January 9, 2006
Page 12 of 16
