Board Member Olds questioned whether the Council had been asked this question.

Board Member Bentz asked if anybody on the EPB would be qualified to interview for an
environmental specialist position.

Board Member Max stated that he knew people who were doing jobs in other cities and he works
with them on a daily basis. He stated he could assist in the interview process.

Councilmember Strommen stated that it is important to raise that as a concern over the future of
that role or program within the City.

Environmental Specialist Bacon stated that a related review item central to the grading plan is
the drainage. He stated that is why the grading plan is activated to handle the flow of water away
from basements and to have it manageable to run off into the roads. He stated that is integrated
to the greenway ecosystem health.

Board Member Max stated that would become a big issue to take on.

Environmental Specialist Bacon stated that this is part of the Comprehensive Plan.

Chairperson McDilda volunteered to present a new calendar with the additional items based
upon the EPB recommendation, and run it by staff to be adopted by the City Council. He stated
he would send the new calendar with changes for 2006 out by e-mail for the EPB to review first.

Board Member Bentz suggested that hazardous waste tracking be added to the calendar.

Board Member Max stated his concern is just "waste". He stated that residents are encouraged
to recycle but his experience is that residents get economic breaks by putting more garbage on
the curb. He stated them is no financial incentive to do that. He stated it would be a good thing
for a subcommittee to talk to the people providing services to see if there is an alternative to the
current waste setup.

Chairperson McDilda stated there is going to be a coincidental timeline with the recycling
collection changes.

Coordinator Anderson stated that the City will be making changes.

Chairperson McDilda stated that those changes will be top of mind for a lot of people. He stated
that as changes are implemented, this may be a good time to go in and ask questions as a new
program is adopted.

Coordinator Anderson stated that as a Board it may be beneficial to formulate a composting
ordinance. He stated that the City doesn't have anything that describes what compost is in City
Code.

Board Member Max stated that is a sub-point to the waste stream issue. He stated that the EPB
could look at all kinds of things that could be talked about inclusive to waste stream.

Environmental Policy Board / January 9, 2006
Page 13 of 16
