Assistant Public Works Director Olson replied there was a conscious effort by the <br />Council to try to save as many trees as they could in this area. <br /> <br />Chairperson Elvig explained an ordinance was enacted while this project was going on to <br />preserve trees due to a loud cry from the community that all of the trees were going to be <br />stripped from the area. <br /> <br />Civil Engineer II Linton suggested Mr. Pugh inform the builder that the City will provide <br />the dirt for fill, and to request that the builder put in drain tile down his back fence line so <br />it will get to the catch basin. He explained the option he drafted for gravity draining <br />would be very unpalatable and would require all the fences to be taken up. <br /> <br />Mr. Pugh stated his neighbor next door had $3,000 allocated to solve their water <br />problems, and at this point they have been treated much differently than he has. <br /> <br />Chairperson Elvig explained Mr. Pugh's neighbor is on the upper end of the drainage so <br />drain tile worked well for them. The City is now trying to mitigate the Pugh's problem, <br />and can only go so far with that precedent. He feels strongly there is some responsibility <br />to the developer or the builder in this situation. He asked if the City can strongly suggest <br />to the developer that they participate in this water mitigation by installing drain tile. <br /> <br />Assistant Public Works Director Olson replied this can be strongly suggested to the <br />developer, but the City no longer has an escrow for this development. He informed Mr. <br />Pugh that the motion of the Committee was to recommend that the City provide $1,000 <br />worth of fill for this property. He stated the City will not be lining up the contractor. <br />Staff can talk to the developer and strongly suggest that he participate in the water <br />mitigation with drain tile, but it should be noted that the drain tile on the neighbor's <br />property is not something the City is maintaining, it is being maintained by the property <br />owner. <br /> <br />Mr. Pugh requested that this issue be followed up on. <br /> <br />Assistant Public Works Director Olson explained this is a recommendation from a <br />committee that will go to the City Council the first meeting in August. <br /> <br />Chairperson Elvig requested that a letter be provided for Mr. Pugh to follow up with the <br />developer. <br /> <br />Civil Engineer II Linton indicated a letter will be sent to Mr. Pugh outlining this <br />discussion. <br /> <br />COMMITTEE INPUT <br /> <br />City Engineer Jankowski provided the Committee with an update on the Alpine <br />Drive rail crossing.
