ContinuedDiscussionofCase#1: Update on 5518-5520 144th Court Drainage <br /> Issues <br /> <br />Jay Pugh, 5518 144th Court, presented pictures of his property. He stated they have a <br />hole in their yard that used to contain two trees. The elevation was not on the final plan <br />approved for the property. Their neighbors had drain tile put in last year. These <br />neighbors have a hill with a tree in the middle of their back yard, and water flows from <br />there into his yard and into the hole from the trees. He stated if the recommendation of <br />the committee was to fill the hole with dirt, he does not know where the ~vater will go, <br />and they need mom than that. He explained he tore up the sod in the wet area last year <br />and that has helped a little bit. <br /> <br />Chairperson Elvig explained the determination of the Committee was to provide the <br />Pughs with dirt. <br /> <br />Councilmember Cook noted by looking at Mr. Pugh's pictures, there is no place to go <br />with the drain tile. He does not see a feasible solution that will be 100 pement. <br /> <br />Mr. Pugh stated there is a big storm sewer on the other comer of their back yard, but it <br />does not seem to help with anything. He indicated his neighbors with the retaining wall <br />said the City gave them approval for the wall. <br /> <br />Chairperson Elvig asked if there is flow to the drainage. <br /> <br />Civil Engineer II Linton replied the comer of the fence was supposed to be the high point <br />on the approved grading plan. The trees are about two feet lower than the high point and <br />that disrupted the whole pattern. There was some filling to the south to make level yards, <br />and the retaining wall is the most blatant example of that. He indicated a swale could be <br />put in to cause gravity flow. <br /> <br />Chairperson Elvig asked if them would be any problem with filling the lot to be level <br />with the retaining wall <br /> <br />Civil Engineer II Linton replied that would not be a problem. <br /> <br />Councilmember Cook informed Mr. Pugh that there are plastic mesh additives to put in <br />soil before seeding that keeps the soil more porous and allows the moisture to get out <br />faster. He explained the Committee is trying to cooperate with the Pughs, but this is not <br />really a City issue, it is an issue between the landowner and the developer not bringing <br />the drainage up to specs because of the trees. The motion of the Committee was to <br />recommend that the City Council approve purchasing $1,000 worth of topsoil for the <br />Pughs. <br /> <br />Mr. Pugh stated it was the City's obligation to make sure the final drainage plan was <br />followed. <br /> <br />Public Works Committee / July 19, 2005 <br /> Page 9 of 11 <br /> <br /> <br />
