Mr. Kelly met with the Mallard Ponds Townhouse Association regarding
temporary easements along the north side of CR 116. The Association has requested that the
County close Barium Street. Assistant Public Works Director Olson noted there was significant
discussion by the Council about the closing of Barium Street. The determination was to allow
the Barium Street access to be closed as part of the signalization project; however the project is
being delayed until next year due to right-of-way issues. The County contacted the City to
determine if they would have any issues with the barricading of Barium Street. He advised the
County is in support of access closures and is willing to proceed with the closure and barricading
of Barium under the County's realm.

Public Works Director Kapler advised from a public safety standpoint staff does not like to see
accesses closed off, but they realize this is a very special circumstance.

Motion by Mayor Gamec, seconded by Councilmember Olson, to authorize the closure of the
Barium Street access to Mallard Ponds as recommended by Anoka County.

Public Works Committee/October 18, 2005
