City Engineer Jankowski stated the other street scheduled for reconstruction in the 2006 CIP is <br />Dysprosium Street. <br />The consensus of the Committee was to recommend to the City Council that Dysprosium Street <br />be removed from the reconstruction schedule at this time due to the upcoming official mapping <br />of Highway 47. <br />Further discussion: Mayor Gamec inquired about the status of the Highway 47 official mapping <br />process. City Administrator Norman replied the study including the site alternative selection is <br />in process. This study is being funded by the cities of Anoka and Ramsey each at 12.5%, Anoka <br />County at 25% and the State at 50%. The completion of this study will move the process to the <br />official mapping process. An RFP has been approved and sent to eight consultant groups, and <br />will be reviewed in approximately one week. <br />Case #3: Consider Modifications to Municipal State Aid System <br />City Engineer Jankowski explained the Municipal State Aid System consists of collector <br />roadways, which are designated by the City and approved by the State to be part of the system. <br />These roadways become eligible for funding from state gas tax revenues for both construction <br />and maintenance. In 2006 the City will receive $749,910 as its total annual allocation. The <br />amount the City receives each year is dependant upon population and the estimated amount of <br />dollars needed to bring the designated MSA system up to its construction standards. The needs <br />for each City participating in the program are submitted annually to the State and the amount of <br />needs dollars are divided proportionally. Mr. Jankowski explained cities are allowed to <br />designate up to 20% of the certified mileage as MSA route, and with the recent construction <br />from new development the City has additional mileage, which could be added to the system. <br />New segments must start and terminate on the existing system and MnDOT must agree to the <br />reasonableness to any proposed changes to the MSAS. <br />City Engineer Jankowski reviewed a map of the existing MSA system and requested input on <br />where additional segments might be considered. <br />City Administrator Norman stated the City of Andover has planned a road connection at the area <br />of the Boy Scout Camp, which was discussed by the Council in the past. The City of Andover <br />and Anoka County have asked the City of Ramsey to consider this connection. <br />City Engineer Jankowski indicated he will contact the City of Andover to discuss the road <br />connection. <br />Councilmember Olson inquired if a road segment could be added through Ramsey Crossings. <br />City Engineer Jankowski replied there is a large wetland in this area, and it would be difficult to <br />justify a road through that wetland. He noted Sunwood Drive could be extended. <br />Councilmember Olson inquired about the possibility of east/west arteries on the north portion of <br />the City. <br />Public Works Committee / February 21, 2006 <br />Page 4 of 6 <br />
