Case #6: Request for Site Plan Review of Ramsey Professional Center; Case of Sharp <br /> & Associates <br /> <br />Presentation <br /> <br />Community Development Director Tmdgeon advised the City is in receipt of a preliminary plat <br />to plat one buildable lot and several outlots as a part of Ramsey Town Center 11th Addition. He <br />stated the subject property is located between Rhinestone Street and East Town Center Drive, <br />south of East Ramsey Parkway. He indicated that this subdivision request is being considered <br />along with a site plan review for the Ramsey Professional Center. <br /> <br />Community Development Director Trudgeon indicated that the total area of the plat is <br />approximately 18.5 acres. He stated the Ramsey Professional Center is proposed for Lot 1, <br />Block 1, and this lot is approximately four acres in size and is located in the Town Center TC-1 <br />subdistrict. He indicated there is no minimum lot size in this district, and the minimum lot width <br />is 20 feet, and minimum lot depth is 80 feet. <br /> <br />Community Development Director Tmdgeon stated that public right-of-way will be required <br />north of Lot 1 to construct 145th Avenue across Outlot A. He indicated the centerline must be <br />offset 150 feet from 145th Avenue east of Rhinestone Street. He stated the right-of-ways for <br />145th Avenue must line up at Sapphire Street also or be offset 150 feet. He indicated this will <br />provide a connection between constructed streets since the schedule for construction of East <br />Town Center drive has not been established. He stated this will also eliminate the need to <br />construct an additional street at this time. <br /> <br />Community Development Director Trudgeon advised that the site plan for Ramsey Professional <br />Center is proposing surface parking that will provide a through connection between Rhinestone <br />and Sapphire Streets. He stated it will allow building occupants to use both streets for ingress <br />and egress. He indicated the end users must anticipate public users passing through the parking <br />lot between these two streets. He stated installation of speed bumps in the future would be <br />acceptable. He indicated that dividing the lot into east and west halves without a connection or <br />creating a serpentine connection would not be viewed favorably by the City. <br /> <br />Community Development Director Trudgeon advised that Sharp and Associates have submitted a <br />site plan to construct a three-story, 51,289 square-foot office/retail building on a portion of <br />Outlot W in Ramsey Town Center Addition. <br /> <br />Community Development Director Trudgeon stated that this building represents the first of three <br />office/retail buildings on this block. He stated the proposed office/retail building is a permitted <br />use within this district. <br /> <br />Community Development Director Trudgeon indicated that it should be noted that City Code <br />permits only one building per lot, unless a Planned Unit Development is approved. He stated <br />that either a code amendment or a variance will be required before the additional buildings on <br /> <br />Planning Commission/October 6, 2005 <br /> Page 8 of 29 <br /> <br /> <br />
