this lot can be approved. He stated the Town Center has specific architectural and site <br />development standards, per the Town Center Development Guidelines. He indicated that on <br />September 21, 2005 the Town Center Technical Advisory Committee (TCTAC) reviewed the <br />proposed site plan according to these guidelines. He stated that TCTAC was generally <br />supportive of the proposed site plan, with a few minor modifications. He indicated that a <br />recommendation was made to use a material other than stucco for the base of the building. He <br />stated that calculations must also be submitted on the percentage of glass and brick coverage on <br />the proposed building. <br /> <br />Community Development Director Trudgeon stated that City Code requires a Floor Area Ratio of <br />1.0 in the TC-1 District. He indicated that on this particular lot, the FAR requirement equates to <br />a minimum 178,554 square feet of floor area. He stated that the site plan proposes 51,829 square <br />feet of office area. He indicated that the final FAR for the entire site will need to be calculated <br />when site plans are submitted for the remaining two buildings on the site. <br /> <br />Community Development Director Trudgeon indicated that the site plan is meeting the <br />requirements established in City Code and the Town Center Development Guidelines, therefore <br />staff is recommending approval of the proposed site plan contingent upon compliance with City <br />Staff review letter dated September 29, 2005. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt called the public meeting to order. <br /> <br />There was no public input. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Levine, Van <br />Scoy, and Watson. Voting No: None. Absent: Commissioner Shepherd. <br /> <br />Commission Input <br /> <br />Chairperson Nixt noted this is at least the second time they have had to deal with the FAR. He <br />stated that one thought he had was if they should look at the FAR ratio as a portion of that lot <br />that is being developed and apply it to a subset to comply with City Code. He indicated that what <br />you are doing in that case is shifting some of that requirement to future buildings. He stated the <br />point is it is in City Code, and they need to deal with it. They cannot just say they like it, because <br />they will eventually nm into a situation that they do not like that is within the parameters of <br />tolerance they have already set. <br /> <br />Community Development Director Trudgeon stated they could look at amending that part of the <br />code to either change the calculations, or have a range. <br /> <br />Planning Commission/October 6, 2005 <br /> Page 9 of 29 <br /> <br /> <br />
