3. That the property lying adjacent and west and northwest of <br />the applicant's property is used as Residential; that the property <br />lying adjacent and east and south of the subject property is used as <br />agriculture crop land. <br /> 4. That cows are kept on various parcels in the City of Ramsey; <br />thatthe commission is not aware of any feed lot situations in the <br />City which would have the concentration of cows the applicant proposes <br />for a two-month period on her 4.9 acre tract. <br /> 5. That the Minnesota PCA requires, for the concentration of cows <br /> the applicant proposes, a feed lot permit. <br /> 6. That because of the nature of cows,~there i§ a tendancy for. them <br /> to draw flie~,: insects and rodents. <br /> 7. That the present metal corrugated fence on the applicant's <br /> property which fence separates the applicant's property and her neighbors <br /> to the west is unsightly, undesirable and obnoxious. <br /> 8. That if properly regulated and operated,~the~!feedl°tPr°p°sed by <br /> applicant will not substantially injure or unduly restrict the enjoyment <br /> of other property in the immediate vicinity; that the present operation <br /> has diminished the adjacent property values, but there is no finding <br /> that this has substantially impaired said values. <br /> 9. That drainage is a potential problem with the operation, but <br /> this problem can be contained by compliance with the PCA feed lot permit. <br /> 10. That the applicant's proposal will comply with all applicable <br /> regulations of the zoning district assuming that the PCA feed lot permit <br /> is complied with, and conditions of a proposed conditional use permit <br /> are complied with. <br /> 11. That the city's building department and fire marshall can ade- <br /> quately assure appropriate fire protection. <br /> 12. That the use will create no electrical disturbance, noise and/ <br /> or vibration disturbances. <br /> 13. That the proposed use will create possible odor problems; that <br /> 'the conditional use permit will need to address this problem in order <br /> to minimize its affect. <br /> 14. That the proposed use will not create any harmful air pollution <br /> or glare. <br /> 15. That the potential for erosion exists, but that compliance <br /> with the PCA feed lot permit will minimize this problem. <br /> 16. That the potential for water pollution exists but that compliance <br /> with the PCA feed lot permit will minimize this problem. <br /> <br /> <br />
