3. That the property lying adjacent and west and northwest of the applicant's property is used as Residential; that the property lying adjacent and east and south of the subject property is used as agriculture crop land. 4. That cows are kept on various parcels in the City of Ramsey; thatthe commission is not aware of any feed lot situations in the City which would have the concentration of cows the applicant proposes for a two-month period on her 4.9 acre tract. 5. That the Minnesota PCA requires, for the concentration of cows the applicant proposes, a feed lot permit. 6. That because of the nature of cows,~there i§ a tendancy for. them to draw flie~,: insects and rodents. 7. That the present metal corrugated fence on the applicant's property which fence separates the applicant's property and her neighbors to the west is unsightly, undesirable and obnoxious. 8. That if properly regulated and operated,~the~!feedl°tPr°p°sed by applicant will not substantially injure or unduly restrict the enjoyment of other property in the immediate vicinity; that the present operation has diminished the adjacent property values, but there is no finding that this has substantially impaired said values. 9. That drainage is a potential problem with the operation, but this problem can be contained by compliance with the PCA feed lot permit. 10. That the applicant's proposal will comply with all applicable regulations of the zoning district assuming that the PCA feed lot permit is complied with, and conditions of a proposed conditional use permit are complied with. 11. That the city's building department and fire marshall can ade- quately assure appropriate fire protection. 12. That the use will create no electrical disturbance, noise and/ or vibration disturbances. 13. That the proposed use will create possible odor problems; that 'the conditional use permit will need to address this problem in order to minimize its affect. 14. That the proposed use will not create any harmful air pollution or glare. 15. That the potential for erosion exists, but that compliance with the PCA feed lot permit will minimize this problem. 16. That the potential for water pollution exists but that compliance with the PCA feed lot permit will minimize this problem.
