8;07 Mayor Gamec left the meeting and Councilman Reimann chaired the meeting as Acting Mayor. City Attorney Goodrich addressed the Council regarding the Dor6thy Smith drainage problem. He explained that Mrs. Smith would agree to give an ease- ment to the City for adequate land ~1/5 acre) to construct a ditch at a cost of $950 (the ditch would run from the road to the swamp). It should be noted that this drainage ditch wonld split Mrs. Smith's property. Motion by Councilman llickelson and seconded by Councilman Cox to adopt Resolution #80-148 to give $950 to Mrs. Smith in the form of cash in re- duction on her special assessment for blacktop in 1980 in the amount of $950 in consideration for her executing an easement deed to the City, grant- ing the City a 20' wide drainage easement across her property. The specific legal description to be provided by the City Attorney. Also the Council agrees that the ditch will be large enough so that it flows from the front to back of ~rs. Smith's lot and so that no drainage from the back swarmp area will be able to flow to the front. l~otion carried. Voting yes Councilmen Sorteberg, Nickelson, Reimann and Cox.~ Voting no None. (Mayor Gamec was~not present) City Engineer Raatlkka discussed the' drainage problems on 159th between Ebony and Dolomite which is the Cameron property. City Engineer Raatikka suggested putting in a culvert to equalize the drainage, He said this wouldn't solve th~ problems, but would equalize the problem - less drain- age onto Cameron's property. Councilman Reimann suggested that the property owners on both sides of the road be talked to for the City Engineer to re- port back to the Council at its next meeting. MUNICIPAL HIGHWAY STATE AID A discussion amongst-the Council was held regarding this matter. Motion by-Councilms-u Cox and. seconded by Councilman Mickelson to approve the City Engineer updating the~SA Route regarding Industrial Blvd. as presented by the City Engineer on.a City map presented to the Council. Motion carried. Voting yes Councilmen Sorteberg, liickelsQn, Reimmnn and Cox. Voting no None. (Mayor Gamec was not present) POLICE CAR PRICE QUOTES Chief }~ichael Auspos felt with our area being rural without a dense population that a larger size car will serve the City better and more efficiently. Motion by CounciLman Cox and seconded by Councilman Mickelson to authorize the purchase of a Ford LTD for $8,236.73 from Elk River Ford by Resolution #80-148a. Motion carried.
