HALSEY CITY COUNCIL <br /> <br />During the past week I have seriously delved into the decision to refuse <br />payment for n~y attendance at the "Newly Elected Officials" seminar. I <br />contacted the League of N inn. Cities, theN inn. Human Rights Dept., the <br />Attorney General's Office and my attorney. I also looked thru the H~ndbook <br />for Statutory Cities, R~msey's ordinances, and past minutes of city council <br />meetings and following are my discoveries. <br /> <br />The City of R~msey has no formal policy regarding school ~nd conference <br />attendance or payment for this. <br />The City of Ramsey's informal policy regarding this matter in the past has <br />been .to pay or reimburse councilmembers. <br /> <br />The City of R~msey has never refused to pay for a school or conference <br />attendance in the past. <br /> <br />~oney is appropriated in the 1981 budget for schools and conferences. <br />There are no set standards in the City of Rs~nsey regarding disbursement <br />of the schools and conference allocation. <br /> <br />Every councilmember has a right to the use of that money. <br />No councilmember has individual authority, the council's authority is as <br />a whole council. <br />Refusing payment for my attendance at that conference, with consideration <br />of the above facts could be proven as a violation of the constitution. <br />Conviction of a voilation of an elected officers official oath is punishable <br />by removal f rom office. <br /> <br />It was my attorney's re%comend~tlon that based on these facts I refuse to <br />reimburse the City for'my tuition. I have also receiMed the League of Cities <br />imformation guidelines regarding reimbursement for expenses.
