REPORT <br /> <br /> COMMITTEE <br /> CONSIDERS <br />1981 PROGRAM <br /> <br />Your NAIOP Legislature and Public Affairs Committee met <br />February 5, 1981 to consider the impact of the current <br />Minnesota Legislature on NAIOP members. The session is <br />just underway and getting organized. NAIOP is closely <br />monilorlng the property tax legislation, land-use bills, <br />tax-exempt financing issues - and fully supporting Governor <br />Quie's efforts to keep state spending in line with current <br />income. <br /> <br /> 1980 LAND USE LAWS In response to several requests, <br /> <br />mary of the changes made in 1980 to land use laws sponsored by <br />NAIOP for the benefit of our members and their business customers. <br />Complete explanations can be obtained from our NAIOP business <br />office. <br /> <br />1980 NEW SUBDIVISION EFFECTIVE DATE. The Law, <br />LEGISLATION (lhe Law) which slattS at Section 18 of <br /> Minnesota Laws 1980, Chapter <br />566. amends Minnesota Statutes 1978, Section 462.35B. and became <br />effective August f, 1980. However, a municipality does not have to <br />until the municipality next amends its subdivision ordinance. The <br />Metropolitan Land Planning Act calls for the adoption of local com- <br />prehensive plans by approximately January, 1981, and the modifica- <br />of time thereafter. Consequently. most metropolitan area municipali- <br />ties should amend their subdivision ordinances to comply with the <br /> )f the law within the next three yea~. <br /> practical matter, due to the "Colli$ Case'; and this new law, <br /> <br /> form to the new provisions in advance of local law revisions. - Ed.) <br /> dictability in the development approval process. The city and developer may agree to longer periods and <br /> developers may negotiate such an extension in the development <br /> SECTION 33: Simply reinforces the fact that municipal subdivision <br /> control authori~ is permissive, and that municipalities can limit the <br /> application of their subdivision regulations to particular kinds of <br /> subdivision, involving divisions of varying sizes. <br /> -- James C. COMMITTEE <br /> _ NEWS <br /> <br />All breakfast meetings and seminars for the next twelve <br />months have been scheduled for the RADISSON SOUTH <br />HOTEL beginning with the February breakfast meeting. <br /> <br />The change in locations to the Radisson South Hotel marks both the <br />end and the beginning of an era in our Upper Midwest Chapter his- <br />tory. It is the end of meetings at the Ambassador Hotel where we <br />have met for the past four years, during which time we have seen our <br />membership grow from 30 to 130 members and breakfast meeting <br />attendance go from 25-30 to 150. Our change to the Radisson re- <br />flects the changes that have occurred in the organization and also <br />marks the beginning of perhaps a new era in our chapter. We look <br />forward to the change. <br />Our January meeting was exceIlentl What most of us {including me) <br />tend to think of as rather a dry subject was superbly handled by our <br />speakers, Ken Stensby of United Propertie~ and David B~nnett of <br />Myers & Bennett. The'/ showed us all some real, down-to-earth <br />examples of energy savings and profit potential for the building <br />developer and owner. Our thanks also to Bill Balsiger of Northland <br />Mortgage for the great job in preparing and moderating the p~ogram. <br /> <br />As indicated on the front page, our February meeting (to be held at <br />the Radisson South) promises rD be another superb program. All the <br />participants have promised to be totally candid about the devel- <br />oper/municipality relationship and I think we will all learn from the <br />experience. <br />Plans are well under~vay on our March Full-Day Seminar to which we <br />will be bringing some speakers of national renown to enlighten us <br />about the rest of the world and how they view the changing developer <br />role for the 1980's.
