TO: City Administrator

FRC~: Building Official

RE: Development Contracts and Miscellaneous Items for Consideration
DATE: February 12, 19S1

In reviewing the various files in the Planning area, as well as having some
knowledge of items that require attention by either the City Council or the
City Attorney, I have compiled the following list of items that should be
addressed as soon as possible as well as others that may have to be addressed
in the future:

l) Waltec, Inc.: They have signed the necessary agreements but never pro-
vided the bond as required nor did they complete any of the site work as
specified in the agreement. The Attorney has been advised of these problems.

2) Thomas Holker: In the past there has been an unending struggle between
the City and }~r. Kolker in regards to the structures he had moved in. Had
he proceeded with construction within a reasonable time frame, these struc-
tures wo~ld have converted nicely to residential dwellings.

However, at this point, it would be my opinion that no further b~ilding per-
mits should be authorized for any of these structures. Inadequate and im-
proper blockinghas resulted in irrepairable damage. Action should be taken
immediately to eliminate the safety, hazard and attractive nuisance that cur-
.rently exists. This could be accomplished by either removing the structures
from the City or having them disassembled.
3) City Hall Boiler: As you know we have op?rated the entire year on two'~'
of the three boiler units and the syst?m continues to leak. Loss of another
unit could be critical in extended periods of extreme cold. Further, the /
mainpenance contract with Honeywell cannot be executed until the necessary/
repairs are made.
_
/
It is my opinion, that we should mn some m~uner, resolve this problem. /

4) E.M.L. Enterprises (Dave Hexom): Mr. Hexom has told us a number of times
that he is bringing in the information as specified by the City. As of the
date of this report Mr. Hexom has not presented us with anything. It is my
opinion that he does not intend to comply and, therefore, the court action
'which is currently being taken against b~m should be continued.

5) Moroz Hardware (Self-Service Gas Station): The gas station is currently
in operation, however, they have some of the exterior work to do as well as
provide the City with a quit claim deed for additional right-of-way. If they
