The Human Resources Manager also asked members of the Personnel Committee to appoint the <br />Minnesota State Retirement System as the City's third party administrator for the plan. MSRS <br />has approximately 400 member cities, 37,000 plan participants and $166 million in assets. <br />The Human Resources Manager recommended that the Personnel Committee make a motion <br />recommending that the City Council appoint MSRS as the City's post -employment health care <br />savings plan administrator and adopt the health care savings plan provisions indicated in the <br />table below effective July 15, 2008 for non -union employees. <br />Benefit <br />PERA Coordinated Plan <br />Members <br />PERA Police &Fire <br />Members <br />Sick Leave <br />50% @ 10 years of service, and <br />75% @ 15 years of service <br />100% if hired prior to 1-1-08 <br />Salary <br />NA <br />2% if hired prior to 1-1-89 <br />1% if hired after 1-1-89 <br />Vacation <br />NA <br />50% if hired prior to 1-1-95 <br />Chair Jeffrey asked whether and how vacation and sick leave severance dollars are reflected in <br />the budget given that an employee could decide to leave at any time. The Human Resources <br />Manager indicated that she would ask the Finance Officer to respond to that question. <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend that the <br />City Council accept staff's recommendation to appoint MSRS as the City's post -employment <br />health care savings plan administrator and adopt the health care savings plan provisions <br />described effective July 15, 2008 for non -union employees <br />Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting <br />No: None. Absent: None. <br />Case #2: Consider Authorization to Hire an Accountant I <br />Human Resources Manager Reed Kone explained that Angel Hoeffner resigned from her <br />position as the City's Accountant I effective April 28, 2008. Staff received authorization to <br />begin the recruitment process to fill the vacancy on April 22, 2008. A recruitment process was <br />conducted and nine individuals were interviewed. The interview panel recommended that <br />Jennifer Hoffarth be hired as the City's new Accountant I. With City Council approval, <br />Ms. Hoffarth's start date would be July 7, 2008 and her starting wage would be $20.17 per hour. <br />Personnel Committee / June 24, 2008 <br />Page 2 of 4 <br />
