City of Ramsey Anoka County, Minnesota Request for Proposals 1. Introduction and Executive Summary The City ofRamsey ( C~ty ), ~s mwt~ng pre-quahfied developers along w~th their land use planning, design and construction team ("Development Team") to submit Proposals relating to the redevelopment of properties within an area known as "Ramsey Crossings" adjacent to the Ramsey Town Center project, west of Armstrong BoUlevard and north of TH 10 in the City (the "Project Area"). The properties identified on attach6d Exhibi[A and proposed improvements located thereon are collectively referred to as ("the Land"). The selected developer will be respons~le for purchasing of the land identified on Exhibit A from either the current owners or from the City in the event the City exercises its right to acquire the Land via eminent domain for the Purpose of economic redegelopment purposes. Subsequently, the selected developer will then redevelop the Land into a retail center based on the general concept attacheal,as Exhibit A. To capitalize on the potential that the Project offers, the City is seeking the right firm, or group of firms, to serve as the developer of the Project (the "Developer"). The City will continue to work on the Project and partner closely with the Developer to help ensure all required approvals are obtained. Involvement by City, however, does not relieve the Developer of its responsibilities and obligatiom r~flected in this Request for Proposal ("RFP"). 2. The Project The City °fRamsey has exPerienced significant growth in the past five years, mirroring the overall growth of the Twin Cities Metropolitan Areas. The last Comprehensive Plan adopted by the City in 2001 Planned for growth of the community for the next 30 years. Development pressures have pushed up the absorption of many of the areas reserved for future development. With the Ramsey Town Center under construction, the City is looking at what type and how the surrounding area will develop. Coupled with the growth of the City and region as well as the proximity to the Ramsey Town Center, the City seeks to redevelop property west of Annstrong Boulevard into a new project titled "Ramsey Crossings".. It is the belief of the City that an area adjacent to the Ramsey Town Center should be developed in a way that provides for commercial, retail, and office opportunities that will both benefit from as well as be a benefit to the Ramsey Town Center.
