City of Ramsey <br />Anoka County, Minnesota <br />Request for Proposals <br /> <br />1. Introduction and Executive Summary <br /> <br />The City ofRamsey ( C~ty ), ~s mwt~ng pre-quahfied developers along w~th their land use <br />planning, design and construction team ("Development Team") to submit Proposals relating to <br />the redevelopment of properties within an area known as "Ramsey Crossings" adjacent to the <br />Ramsey Town Center project, west of Armstrong BoUlevard and north of TH 10 in the City (the <br />"Project Area"). The properties identified on attach6d Exhibi[A and proposed improvements <br />located thereon are collectively referred to as ("the Land"). <br />The selected developer will be respons~le for purchasing of the land identified on Exhibit A <br />from either the current owners or from the City in the event the City exercises its right to acquire <br />the Land via eminent domain for the Purpose of economic redegelopment purposes. <br />Subsequently, the selected developer will then redevelop the Land into a retail center based on <br />the general concept attacheal,as Exhibit A. <br />To capitalize on the potential that the Project offers, the City is seeking the right firm, or group <br />of firms, to serve as the developer of the Project (the "Developer"). The City will continue to <br />work on the Project and partner closely with the Developer to help ensure all required approvals <br />are obtained. Involvement by City, however, does not relieve the Developer of its <br />responsibilities and obligatiom r~flected in this Request for Proposal ("RFP"). <br /> 2. The Project <br /> <br /> The City °fRamsey has exPerienced significant growth in the past five years, mirroring the <br /> overall growth of the Twin Cities Metropolitan Areas. The last Comprehensive Plan adopted by <br /> the City in 2001 Planned for growth of the community for the next 30 years. Development <br /> pressures have pushed up the absorption of many of the areas reserved for future development. <br /> With the Ramsey Town Center under construction, the City is looking at what type and how the <br /> surrounding area will develop. Coupled with the growth of the City and region as well as the <br /> proximity to the Ramsey Town Center, the City seeks to redevelop property west of Annstrong <br /> Boulevard into a new project titled "Ramsey Crossings".. <br /> <br /> It is the belief of the City that an area adjacent to the Ramsey Town Center should be developed <br /> in a way that provides for commercial, retail, and office opportunities that will both benefit from <br /> as well as be a benefit to the Ramsey Town Center. This new development is not intended to be <br /> a Town Center II or an additional phase.
