I P 129_32.25~14_0014 ] North Maple Holdings <br />Source: Anoka County, City of Ramsey <br /> <br />1.23 <br /> <br />2.2 Preliminary Plans/General Expectations <br /> <br />The City believes that the Project Area has unique transportation, visibility and market <br />characteristics especially attractive to a Developer. The locational proximity to the Ramsey <br />Town Center Project, future commuter rail, a new Mississippi River bridge crossing and a fully <br />upgraded TH10 are all aspects ora well positioned property suitable for redevelopment. <br /> <br />The City is anticipating a potential mix of uses that include lm'ger single-tenant buildings as well <br />as small and mid-sized single and multi-tenant buildings. A combination of both commercial, <br />office and residential use is not out of the question, assuming that each are developed as higher- <br />density in nature and fully integrated into the commercial fabric of the plan. <br /> <br />3. Redevelopment, Infrastructure and Land Use Planning <br />The City is anticipating a complete redevelopment of the Project area as a result of City Council <br />findings at their February XX, 2006 City Council meeting. The Council received and authorized <br />the creation of a Redevelopment Project to be known as "Ramsey Crossings". The City also <br />authorized the use of their condemnation authority via Resolution (exhibit C) to secure property <br />in the event the selected Developer is unable to acquire all the property within the Project area. <br /> <br />-310- <br /> <br />3.1 Roads, Sewer and Water <br />The Concept Circulation Plan (Exhibit B) indicates that the on-site public roadway system must <br />fully integrated into surrounding existing roads. The City will reqmre the Developer to complete <br />all necessary design and construction activities, under the requirements contained within the <br />Developers Agreement, to install all public and ptivate roads, parking areas, paths, and any other <br />means of circulation for both pedestrians, automobiles and trucks. <br />Currently no part of the Land is served by City sewer and water. However, sewer and water <br />trunk lines are adjacent to the Project Area, having been extended in 2004. The Land that <br />contains structures are servedby private wells and individual septic systems. <br />Given the proximity o£the City sewer and water facilities to the Project Area, hookup to the <br />municipal services will be required by the City. It is anticipated that the Developer will <br />complete all necessary connections to trunk utility systems adjacent to the Project Area and <br />distribute throughout the Project Area as necessary. <br />The land to the west of the Project Area (and west of the future Mississippi River Bridge <br />transportation corridor) is currently planned for 606 residential units and over 20 acres of <br />commercial development. To serve these properties, municipal utilities will be extended to these <br />properties north of the Project Area. As the Project Area is redeveloped, it will be necessary to <br />provide utility connections to these properties. The City will accept financial responsibility for <br />costs associated with utility expansion for property west of the Project Area that are over and <br />above those necessary for the Project Area. <br /> <br />Ramsey Crossings - Request for Proposals <br />3 of 13 <br /> <br /> <br />
