The City has determined that this Project will be required to pa,/$5.3 million in area-wide <br />highway and roadwa,/improvements. All Developers must include payment for these <br />improvements to the Cirv as part of their Project development costs. <br />The City is not anticipating completing any roadway or utility infrastructure as part of a public <br />improvement project financed by special assessments unless so requested by the Developer. <br /> <br />3.2 Project Land Use <br /> <br />The Ramsey Crossings area has been zoned industrial since the mid-1970s. In the City's 2001 <br />Comprehensive Plan, this area, as well the surrounding area was designated as Mixed Use. This <br />was a conscious decision by the City Council to foster development/redevelopment opportunities <br />in the area. The Mixed Use designation allows for a variety of uses. Often times, mixed use <br />indicates some overlap of uses (e.g. commercial, residential, office) in eithe{ vertical or <br />horizontal pattern. It can also provide for flexibility in the types of uses permitted. In other <br />words, a mixed use area may be suited for a variety of singular uses. The City intended to allow <br />for this flexibility when the Ramsey Crossings area was designated as Mixed Use. <br />While the policy makers approved the flexibility of Mixed Use, it was thought at the time that <br />this area would be suited for larger scale commercial and retail uses. In fact, the Ramsey <br />Crossing area is zoned TC-2, which emphasizes retail, commercial, and office uses. <br /> <br />Approved Uses for the Project area are as follows: <br /> <br /> Enclosed Retail and Large format Commercial Sales <br /> Restaurants, Cafes, on and off-sale liquor <br /> Government and public utility buildings and structures <br /> Offices, banks, personal and professional services <br /> Drive-in and convenience, fast-food establishments <br /> Non-Freestanding car washes (drive through and mechanical) <br /> Gas station <br /> Converdence grocery and/Or food operations with convenience gas (no vehicle service of <br /> repair) , <br /> Day care services <br /> <br />Approved with a Conditi6nal Use Permit <br /> Outdoor commercial recreation <br /> <br />It is anticipated that the plans Submitted by the Developer will contain a minimum of 650,000 <br />GSF of building development over the entire site. The City will allow up to 35% building <br />coverage within the Project area assuming all parking and greenspace requirements can be met. <br /> <br />4.
