AMENDM~qT TO APPLICATICN Substantive amendments to proposals initiated', by the applicant will not be considered except to acknowledge the involuntary changes, such as a change in ownership due to death. However, the C~,~.~ssion and the cities hereby reserve the right during the franchise negotiation process with the successful applicant to request clarification of the proposal or to require the addition of substantive material which the Ccn~ission or the cities in their sole discretion determine has been either inadvertently omitted frc~ the application or is required in the franchise document for a more complete understanding of the syst~n of which the cities are a. uthorizing construction. Correction by applicants of inadvertent errors sutraitted prior to the filing deadline will be considered. Correction of inadvertent errors suhnitted after the filing date may be considered at the discretion of the C~,~.~ssion, cities and their consultant, if the applicant suhnits with its correction sufficient information to prove that the error was inadvertent. Additional information or data may be requested by the cities, Cu~,~,~ssion or their consultant if in their sole opinion this ~uld aid in preparing a fair and accurate analysis. H. UNIFORM DATA Pd~QUIREMENT All proposals are to be based upon the same uniform basic data supplied herein frc~a the C~,%~ssion and the member cities. A reasonable attempt has been made by the cities and Ccm~ission to provide as current data as possible. Currant land use maps are available for inspection at the city offices of Champlin, Minnesota, 12001 Highway 52, Champlin. These maps contain locations of dwelling units in each city and scrae indication of areas of underground utility construction. All pro forma statemants are to be derived frcm this same basic data. All growth projections made by applicants, incl,~ng the number of subscribers and number of dwelling units shall take into consideration the growth projections for the cities provided herein. The methodology used by applicants to make the growth projections shall be specified. I. ppFLTMINARY FRANCHISE Provisions for awarding .ten-year nonexclusive franchises to construct, operate, and maintain a cable cu~,~.~nieations syst~n jointly serving the cities of Anoka, Char~plin, Pamsey, and Andover are contained in the preliminary franchise ordinance which it is intended will eventually be adopted in similar form by each of the four cities. This preliminary ordinance is only a prelin~ ordinance. It is anticipated that the ordinance will be developed in considerably greater detail during the pericd of negotiations between the C~L,~.~ssion and the successful applicant. The final ordinance as arrived at by the C~[,LJssion and the successful applicant will be the ordinance which will be eventually sukn%itted to the four cities for their consideration in their individual formal ordinance procedures. The cities' ordinances will incorporate the successful applicants' proposal by reference. ®
