. <br />Ken Peterson stated an easement would have to be updated and dedicated <br />as a public street before a commercial business would be permitted. <br />Motion by Arthur Dunn and seconded by Gerald Zimmerman to move that <br />the Planning and Zoning Commission recommend to the City Council <br />to deny the property commercial use of approximately 1/2 acre <br />without the availability of city sewer and water would not be <br />in the best interest of Vhe city or the people living in that <br />area; also adopt total findings of fact and they should not be <br />approved until those items are adequately improved, Z more we <br />recommend denial of rezoning. <br />Discussion: The commission discussed present use is in <br />conflict of zoning. <br />Ben Deemer suggested adding a 12th finding of fact that the <br />approximate lot size is a 1/2 acre parcel and is smaller than is <br />allowed for commerical rezoning. <br />Arthur Dunn amends his motion to include that 12th finding <br />of fact. Gerald Zimmerman seconds it. <br />Motion carried. Voting yes: Chairman Kenneth Peterson, Bejamin <br />Deemer, Gerald Zimmerman, Arthur Dunn. Voting no: None. <br />Mr. Holmquist commented he thought the subject property was <br />1 1/2 acres not 1/2 acre and asked when water and sewer was proposed <br />for that area. <br />Benjamin Deemer stated he thought the subject property was in the <br />first area to receive it and 1982 is the target date at the present <br />time. <br />2) Mr. Dick Hetland Request for Conditional Use Permit <br />Mr. Dick Hetland of 18810 Boston St. N.W:, Elk River is <br />requesting a conditional use permit to salvage aluminium cans <br />in a B -1 District. His operation would be located in the building <br />at the rear of the McGregor property. We can see no problem with <br />recommending approval of this request contingent upon Mr. Hetland's <br />entering into an agreement with the City. <br />Kenneth Peterson read the findings of fact as enclosed in the <br />agenda. Arthur Dunn asked Mr. Hetland where would recycling be <br />allowed. Building official Berg stated it is in an industrial <br />zoning area. <br />Arthur Dunn stated the addition of insect and rodent control <br />program should be implemented as necessary and should be included <br />as item number S under the agreement to grant compliance. <br />P &Z /April 7, 1981 <br />3 <br />
