The interview was with myself at my of— fice and questions were asked of edch candidate concerning philosphy of law enforcement and public service. After reviewing each candidatels resume and considering the interview results I have selected James Balabon. Jim has been a reserve officer in Ramsey since that units inception and always gave much of himself and did an excellent job. During the times that several of the reservists were quite actively campaigning to become full time officers Jim never solicited advice, recommendations or support but, rather, went out and obtained his own schooling, eventually being hired by the city of Oakdale Police where he is now employed. Jim knows the city well and will need minimal super— vision initially only because of the radio system in the county as opposed to that in Oakdale. He will be fully capable of assuming immediate patrol duties on June 1st. As to salary, I am recommending he start at the first year step of $1,480. until January 1, 198 and then move to the 2nd year step of 85.86% of top patrol wage. He would advance to top patrol rate on January 1 1984. Upon approval for hiring I will have him obtain a certificate of good physical health, at his expense, and will arrange for a psychiatric evaluation at city ex— pense, as I have done with all the previous officers. I hope I will be able to secure approval very soon as he will have to have a mini— mum mf two weeks notice. Such approval during the meeting of April 28, would be i al. us os
