City of Ramsey <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 • (612) 427 -1410 <br />April 27, 1981 <br />To: Lloyd Schnelle <br />From: Chief Auspos <br />• Re: Selection of new officer <br />I have conducted interviews with four candidates for the position of patrol <br />officer, to be starting on June 1st. The interview was with myself at my of— <br />fice and questions were asked of edch candidate concerning philosphy of law <br />enforcement and public service. After reviewing each candidatels resume and <br />considering the interview results I have selected James Balabon. <br />Jim has been a reserve officer in Ramsey since that units inception and always <br />gave much of himself and did an excellent job. During the times that several <br />of the reservists were quite actively campaigning to become full time officers <br />Jim never solicited advice, recommendations or support but, rather, went out and <br />obtained his own schooling, eventually being hired by the city of Oakdale Police <br />where he is now employed. Jim knows the city well and will need minimal super— <br />vision initially only because of the radio system in the county as opposed to <br />that in Oakdale. He will be fully capable of assuming immediate patrol duties <br />on June 1st. <br />As to salary, I am recommending he start at the first year step of $1,480. until <br />January 1, 198 and then move to the 2nd year step of 85.86% of top patrol wage. <br />He would advance to top patrol rate on January 1 1984. <br />Upon approval for hiring I will have him obtain a certificate of good physical <br />health, at his expense, and will arrange for a psychiatric evaluation at city ex— <br />pense, as I have done with all the previous officers. <br />I hope I will be able to secure approval very soon as he will have to have a mini— <br />mum mf two weeks notice.
