PUBLIC HEARING <br />CITY OF RAWGEY <br />ANOKA CObTfP/ <br />STATE OF MINNESOTA <br /> <br /> Pursuant to due call and notice thereof the Ramsey City Council held <br /> a public hearing at the Ramsey ]qunicipal Center, 1S153 Nowthen Boulevard <br /> N.W., Ramsey, Minnesota 55303on October 9, 1979. <br /> <br /> Members Present: Mayor Gomec Also Present': Ac~. Schnelle <br /> Councilman Cox Engr. Raatikka <br /> Councilrmn Mickelson Atty. Goodrich <br /> Councilman <br /> Councilman Sorteberg <br /> <br /> ]qayor Gamec called the hearing to order at 8:09 P.M. and explained the <br /> purpose of the hearing is to consider and review the Assessment for <br /> JASPAR, IRONSTONE, 1S9TH 'LANE, 160174 LANE, 161ST lANE,-162ND LANE street Lmprovem~] <br /> and that the assessment is being moved up to save on interest costs. <br /> The project is complete except for restoration of ditches, repair of <br /> corners, etc. He added that 6ff 160th a driveway will be black.~dpped <br /> by the .City because of the drainage problems which the project ~reated. <br /> He explained the City's driveway connecting policy and that cbncrete <br /> aprons are disallowed unless they have an expansion strip installed <br /> in c~e there is ever a need to remove it. <br /> Engineer Raatikka reviewed the project and the cost summary. <br /> Phyor gamec said there is a performance bond issued on-the streets so <br /> that any problems occurring are covered by the contractor and are <br /> repaired. <br /> A citizen on 151st Lane, asked if there are any parcels in this project <br /> which will be assessed double. <br /> Mayor Ga~ec said basically the reason for' the joining of the areas ~as to <br />· . avoid this and there are none. <br /> <br /> Joe McCarty, Jaspar and 162nd Lane, reported that the street proje.ct <br /> has created a drainage problem and the culvert which will be drairnng <br /> north and that his drivevray would eventually be washed away?. <br /> Engineer R~atikka replied that any drive~y culverts that are required <br /> - - are the respoasibility of the homeowner and the reason for the culvert <br /> was because of the standing water on the south sid~ of that intersection. <br /> Mr. McCarty said that the City has put in drivevr~ys where the project <br /> has created drainage problems. There are three driveways on 161st <br /> that would be washed out because of the road coming in. The culvert' <br /> ~ 162nd is causing run off from one side of the street'to the other. <br /> E~glneer P~tLkka said it will keep ~-rom ~r~sh~ng out the fntersection and <br /> there will be a longer distance for'the water to seep also. <br /> ~eg (~el. berg, 162nd Lane asked about concrete ~riv'eways being against <br /> ~ the ordinance.
