TO: Mayor and City Council <br /> <br />FROM: City Staff <br /> <br />RE: Recommendation for Joe McCarty <br /> <br />DATE: May 19, 1981 <br /> <br />It is our opinion that responsibility for the culvert lie in two areas <br />as defined below: <br /> <br />l) In all likelihood, the Cmty s representatives did <br />not inform M~r. McCarty and/or his builder of the need <br />for a c~lvert at the time his house was constructed. <br /> <br />2) The need for a culvert should have been stressed <br />at the time of the public hearing. <br /> <br />3) The installation of a c~lvert across 162nd L~ne <br />indicated the need of drainage and aggrivatedMr. <br />McCsrtys condition. <br /> <br />In conclusion, we would recommend that the City psrticipate in the cost <br />of the installation of this culvert by providing the labor and equip- <br />ment if Mr. McCarty provides the culvert. <br /> <br />sb <br /> <br /> <br />
