The lice~see shall annually, in the month of April, s~Dml= all =v=~ua~&~,, v~
ground water mounding beneath the refuse fill and changes in ground water
gradient. This re~ort to be submitted by April 30 each year.

6. Surficial ground water monitoring wells shall extend at least three feet, and
no more than four' feet, into the first ground' water encountered~

7. All wells shail be constructed of schedule 40 PVC pipe with a minimum inside
diameter of two inches. Deep wells, to and through the till shall comply
with the well code. Plastic well screen shall be provided from the highest
known water level to the bottom of the well. The wells shall be sealed in
place. The casings shall: extend at least two feet, and no more than three
feet, above ground level; shall be protected by ~osts to prevent ~mage; marked
to permit easy location; and identified by number as assigned by the Department.

8. Ail wells shall be developed to remove (1) native silts and clays deposited on
the aquifer face during the drilling, (2) drilling fluid and (3) the prede-
termined finer fraction of the gravel pack, all of which shall be done to in-
sure that the maximum practical specific capacity will be obtained from the
completed well.

9. Upgradient wells should be at least 300 feet from any fill placement and inlt~al
down-gradient wells should be no more than 100 feet from fill placement.

10. Initial sampling, after stabilization of the wel~, shall be once per month for
three consecutive months. These samples shall be analyzed for specific con-
ductance, pH, chemical oxygen demand, chlorides, sulphates, ammonia, alklinity,
nitrate nitrogen, temperature, and water elevation.

11. After the initial sampling, No. 10 above, samples shall be collected quarterly
in the months of January, April, July, and October. These quarterly samples
shall be analyzed for specific conductance, pH, chemical oxygen demand, chlo-
rides, sulphates, ammonia, alkalinity, nitrate nitrogen, temperature, and
water elevat~ on.

12. All monitoring samples shall be collected betwen the first and the fifteenth
of the month and the laboratory report submitted directly to the Department
by the 10t~u ~f the too. nth following the monthly collection £except when Table
2 parameters, are in.vol.ved th~ rePOrt will be due by the 30th of the mo~th follow-
ing the month Of collectlon~. .
13. All samples shall be collected by a laboratory acceptable to the Department using
the following proceedures:

a. Water levels shall be measured in the wells to the nearest tenth of a
foot using any one of many c0mmercially available water level measuring
devices. Wa~er levels sba11 be measured prior to purging of the wells.
The'water level shall be reported on the laboratory report to the nearest
tenth of a foot as mean sea level elevation.

At least three casing volumes of water shall be removed from the well,
or the well sha11~be purged dry, prior to the collection of samples.

c. Water samples shall be collected with either a submersible pump, a
suction pump, or by bailing. Air shall not be injected into the well.'
Sampling devices shall be cleened before and after each sampling to pre-
vent cross contamination and shall be protected from sotllng. '

d. Samples that will be analyzed for metals shall .b? filtered in the field
using a 0.45 micron filter.

e. Conductivity, pH, and water temperature shall be measuered in the field
using con=nercially available equipment. Equipment shall be calibrated
according to the manufacturers instructions.
