f. Proper preservatives shall be added to the samples in ~he field in <br /> accordance with standard EPA practices shown in Table 1. <br /> <br /> g. Proper holding times shall be followed in accordance with standard EPA <br /> practices as shown in Table 1. <br /> <br /> h. Analytical methods shall be such that the detection limits shown in Table 1 <br /> are acheived. <br /> <br /> i. Standard laboratory quality assurance practives shall be followed as set <br /> forth in the EPA'S "Handbook for Analytical Quality Control in Water and <br /> Wastewater Laboratories" (1972). Each landfill operator (licensee) shall <br /> demonstrate to the .Department, in the annual report, that the required <br /> quality assurance and sampling procedures required herein have been followed <br /> by their contract laboratory. <br /> <br /> j. A chain of custody record shall be maintained so ~hat pertinent information <br /> about the collection of samples, such as name of sample collector, sampling <br /> date and tim~ preservatives, and pertinent information about the analysis of <br /> samples such as method used, date analyzed, and name of the analyst can be <br /> determined- <br /> <br /> 14'. If a stream or ditch may be impacted by the site, as determined by the Department, <br /> sampling station~ acceptable to the Department shall be established. Samples <br /> shall be collected at the summer low flow and analyzed for the prarameters set <br /> forth in No. 11 above. <br /> <br />PHASE II MONITORING PROGRAM <br /> <br />If a statistically significant change in any parameter is measured at a down-gradient <br />well for more than two successive quarters, the monitoring program shall be expanded <br />as set forth below. For purposes of this determination, statistically significant <br />change shall be determined' by the student's - t test as set forth in Appendix IV, <br />page 33257 of the May 19, 1980 Federal Register using all of the data from the up- <br />gradient well and the first three sampling events at the down gradient well as back- <br />ground. <br /> <br /> 1. The installaiton Of additlonal wells down-gradient of the affected well to track <br /> the vertical and horizontal changes in ground water quality. These wells shall <br /> be-~constructed and sampled as setforth in the "Phase I Monitoring program" above. <br /> <br /> - 2. The affected well and the up-gradient'well shall be sampled and analyzed for the <br /> parameters set forth in Table 2. <br /> <br /> 3. Any parameter, from no. 2 above, found to be elevated shall be included in the <br /> routine quarterly, sampling at that well until it's significance can be determined. <br /> 4. Any effected well included in the "Phase II Monitoring Program" shall annually, <br /> in July, be re-sampled and the samples analyzed as setforth in no. 2 above. <br /> <br /> 5. If a well immediately up gradient from a stream is included in the expanded- <br /> monitoring program, routine up steam and down stream sampling shall be included <br /> in the quarterly sampling program and as setforth in the Numbers 2, 3, and 4 above. <br /> <br /> <br />
