the City shall determine ~hat sources should be pursued and any
scope changes tn the study shall be made prtor to proceeding with
Phase II.

Phase II: Final Report

Assemble and analyze latest land-use maps for 1990 Urban Area and
Transition Area. Determine areal distribution of population and
commercial-industrial population equivalent at saturated development.

Establish design criteria, including average and peak water consump-.
tion and fire flow factors, in order to determine overall water
needs at saturated development.

Develop projections of ultimate water source and storage needs
based on saturated development, and locate possible sites for
reservoirs and wells. Th, Study, unless determined otherwise,
will assume that the City's source of water supply will be wells,
and no water treatment alternatives will be analyzed. (If alter-
nate sources are to be pursued, which could require water treat-
ment, the scope shall be changed in Phase I 3.) :

Plan water distribution system trunk lines, utilizing computer
analysis. Trunk systems planning will be b~.sed on estimated
locations Of wells, reservoirs, and water demands.

Develop a staging plan for water system construction, based on
current and projected population and on input from the City.

6.. Prepare cost estimates for the ultimate systems and for the
tte~s included in the suggested staging plan. Discuss financial
implications and proposed system financing plans.

7. Print a final report summarizing the study and provide the City
with at least (50) copies of the report on or before September 1,

1981.
