.A JOINT '~bLUTION BETWEEN THE CAB cITIES OF <br />ANDOVER, ANOKA, BROOY~LYN PARK, cHAMPLIN AND <br />RAMSEY RECOMMENDING THE i~:STALLAT~ON OF THE <br />CAB SANITARY SEWER INTERCEPTOR AND ADANDONING <br />THE ANOKA WASTE WATER TREAT:4ENT PLANT- <br /> <br /> WHEREAS, the CAB Cities of Andover, Anoka, Brooklyn Park, <br />Champlin and Ramsey have jointly pursued a program of studies, <br />reviews, public hearings and subsequent'alternative proposals <br />to achieve a mutually accepted sanitary sewer collection and <br />disposal system which had resulted in the preparation of the <br />CAB Area "Position Paper", and <br /> WHEREAS, the studies, public hearings and alternative sytem <br /> proposals for a CAB Area sanitary waste program are under the <br /> control of the Metropolitan Council, Metropolitan Waste Control <br /> Commission and the Minnesot~ Pollution Control Agency as the <br /> jurisdictional agencieS, and <br /> WHEREAS, these controlling agencies have utilized extensive <br /> public funding in accordance with sections 201 and 208 of the <br /> Federal Water Pollution Control Act (PL 92-500), and <br /> WHEREAS, the 201 Northwest Area stud~, completed by the MWCC, <br /> reviewed all available Alternatives for a CAB Area sanitary sewer <br /> collection and disposal system and recommended the adoption of <br /> ~lternate No. 31, and <br /> WHEREAS, the Systemwlde Analysis 201 study for the entire <br /> Metro Area supported the Northwest Area study and also recommended <br /> the adoption of Alternative No. 31 for the CAB Service Area, and <br /> WHEREAS, all of the CAB Area cities supported and recommended <br /> -th~'adoption of Alternate No. 31 as the program to serve the'CAB <br /> communities with a sanitary sewer collection and disposal ~ <br /> wHEREAS, the Metropolitan Council has continued to study the <br /> various CAB Area alternatives and is considering the approval of <br /> Alternative No. 17 of the Northwest Area 201 Study, and <br /> WHEREAS, Alternative No. 17 requires extensive upgrading and <br /> utilization of the Anoka ?~aste Water Treatment Plaqt (AWWTP), and <br /> WHEREAS, Alternative No. 31 includes a program for the near <br /> future abandonment of the AWWTP, and utilizes the CAB interceptor <br /> · to convey the sanitary wastes to the Metropolitan Treatment Plant <br /> ~or disposal, and <br /> <br />- 1 - <br /> <br /> <br />
