This development <br /> program must be approved by the Council. <br /> <br /> (AS PART OF THE MWCC'S 201 FACILITIES PLANNING PROGRAM,) The pro- <br /> cessing and disposal of all wastewater residual solids (screenings, <br /> grit, incinerator ash and sludge) are being evaluated (OR REEVALU- <br /> ATED) by the Council on both a plant and regional system basis. <br /> (THIS COMPREHENSIVE STUDY IS SUBJECT TO SIGNIFICANT PUBLIC PARTICI- <br /> PATION AND TO MPCA AND COUNCIL APPROVAL.) The Waste Management Act <br /> requires the Council to site facilities for' resl~ <br /> MWCC will-~p'lement a~--Dart of its ~ .... "- ~olids th~t--~e <br /> · - -- -- ~ __.~ ~=v~opment program. The Council <br /> ~ review the wastewater reszdual solids (MANAGEMENT) development <br /> program of the Commission and approve (OR DISSAPPROVE) d~velopment <br /> program projects that (WILL) implement (THIS) the Council's siting <br /> program. (THE COUNCIL WILL BE AMENDING THIS GSIDE CHAPTER T~ INCLUDE <br /> A WASTEWATER RESIDUAL SOLIDS SYSTEM PLAN ELEMENT.) <br /> <br /> CITIZEN EDUCATION AND PARTICIPATION <br /> <br /> Solid and hazardous waste management can be highly sensitive issues. <br /> Opposition is invariably encountered when a disposal facility is <br /> proposed for a given area and it is not uncommon for entire neighbor- <br /> hoods to mobilize in resistance. Most people simply do not want a <br /> waste disposal facility near their homes. <br /> <br /> There is a critical need to explain the basic facts of solid and <br /> hazardous ~aste management so problems can be bette . . <br /> Public attitudes are ~1~..~ ~_ _ . ~ . . r understood. <br /> lingering ..... =~ u~ u wz~e array o~ ~alf-truths and <br /> misconceptions about solid and hazardous waste management. <br />People must be informed of improvements in solid and hazardous waste <br />management, potentials and shortcomings of developing technologies, <br />and efforts and expenditures that will be required if future <br />challenges are to be met. <br /> <br />Citizen participation and involvement is vital in the planning and <br />implementation of this Guide chapter. The Council will attempt to <br />inform the public about solid and hazardous waste management in the <br />Region through public education programs, special informational <br />reports, educational seminars, meetings and personal contacts. <br /> <br />PLAN AMENDMENT <br /> <br />Periodically, this Guide chapter will be reviewed and updated by <br />amendment. The amendment approval and adoption process is basically <br />the same as that required for Development Guide chapter approval and <br />adoption. County master plans must reflect changes in this Guide <br />chapter. Moreover, counties may initiate amendments to their own <br />master plans with Council approval. <br /> <br /> <br />
