81 <br /> <br />GLOSSARY <br /> <br />"Acre-foot" of solid waste equals 1,613 cubic yards of compacted <br />refuse, which weighs 672 tons based on Metropolitan Council staff <br />estimates. <br />"Collection," when referring to solid and hazardous waste, means the <br />aggregation of solid or hazardous waste from the place where it is <br />generated, and includes all activities up to the time the waste is <br />delivered to a waste facility (Minnesota StatuteS, Section 473.121). <br />"Commercial solid waste" includes all types of solid waste generated <br />by stores, offices, restaurantS, warehouses and other <br />nonmanufacturing activities, and nonprocessing wastes such as office <br />and packing wastes generated at industrial facilities. <br /> "Composting" means the controlled biological decompositon of selected <br /> solid waste in a manner resulting in a harmless final product. <br /> "Construction and demolition wastes" are the waste building mate- <br /> rials, packaging and rubble resulting from construction, remodeling, <br /> repair and demolition. <br /> "Disposal" means the.discharge, ~ ~njection, ~ ~pill- <br /> lng, leaking o__r placlng o~ an~ waste into or on any land o__r water so <br /> that the waste.or any constituent thereof _~_~--~nter the environment <br /> or 6e ~-~it--~ 1~-~o the air,. or discharged into any'waterer including <br /> ~oundwaters. <br /> "Disposal facility" means a waste facility permitted b_~ ~hg_a e_~q~q~.c <br /> that-is designed or operated fo~ th9 purpose o__f disposlnq o£ waste on <br /> or {n--~he land. <br /> "Environmentally sensitive areas" are natural assets that are <br /> especially productive or important ecologically, and particularly <br /> vulnerable or sensitive to solid waste disposal. These areas include <br /> wetlands, floodplains, critical habitats for endangered species, and <br /> sole source aquifers. <br /> "Generation," as used in reference to solid or hazardous waste, is <br /> the act or process of producing solid or hazardous waste. <br /> "Grit" is large heavy materials such as sand and rocks removed from <br /> sewage by reducing the velocity of ~he sewage. <br /> "Haul distance" is the distance traveled by a solid or hazardous <br /> waste collection or transfer vehicle while collecting and delivering <br /> solid or hazardous waste to a solid or hazardous waste management <br /> facility. <br /> "Hazardous waste" means any refuse or discarded material, or combina- <br /> tions of refuse or discarded materials, in solid, semi-solid, liquid, <br /> or gaseous form, that cannot be handled by routine waste management <br /> techniques because it poses a substantial present or potential hazard <br /> to human health or other living organisms because of its chemical, <br /> <br /> <br />
