All business and advertising signs permitted within the Mississippi River Overlay <br />District shall conform with the provisions of the City's Zoning Ordinance and <br />meet the following criteria: <br /> <br />Views of the water from vistas and public roads shall not be impaired by <br />the placement of business or advertising signs. <br /> <br />Advertising signs may be located only on the non-riverward side of public <br />transportation routes which are parallel and adjacent to the riverfront. <br /> <br />9.21.09 <br /> <br />Public Boat launching ramps and Marinas. <br /> <br />Marinas, public or privately owned, are prohibited. <br /> <br />Public boat launching ramps' shall be used by the City as criteria in acting upon <br />petitions for conditional use permits as provided in this code. Private boat <br />launching ramps are prohibited. The following criteria in addition to those <br />contained in item C, Purpose and Intent, of this Section and the Zoning <br />Regulations Section 9.03.04 are applicable: <br /> <br />Boat ramps shall be of the minimum dimensions and site alteration <br />necessary, and shall comply with all site plan approval, grading and filling, <br />soil erosion control, vegetative management and other provisions of this <br />Ordinance. <br /> <br />2. Boat launching ramps shall be located only where access streets are adequate <br /> to handle the traffic load generated by the facility. <br /> <br />3. Parking areas shall be screened from the river and adjoining residential <br /> property and located at least I00 feet from the ordinary high water level. <br /> <br />The impact of the boat launching ramp and accessory parking shall not <br />adversely affect the environmental quality of the site or the surrounding <br />neighborhood. <br /> <br />Boat launching ramps and minor accessory building and haul-off facilities <br />shall be in character and scale with the surrounding neighborhood and <br />compliant with this Ordinance with the exception of OHWL setbacks for <br />public structures that are intended for river corridor activities. <br /> <br />. 9.21.10 Riverfront Protective Structures. Structures to secure, stabilize or prevent <br /> erosion shall only be used when the use of plantings or other natural ground stabilization are <br /> determined to be ineffective and would otherwise cause additional negative impacts to the river <br /> corridor. <br /> <br />9.21.11 <br /> <br />Special Previsions and Dimensional Requirements. <br /> <br /> Subd. 1. Purpose. The Special Provisions establish detailed requirements related to <br />dimensions and performance standards to insure a high standard of development and protection of <br />the natural environment in the Mississippi River Overlay District. <br /> <br />-15- <br /> <br /> <br />
