Town Center 5* Addition has now been recorded and the property conveyed to the City that is
not a part of the Ramsey Town Center 5th Addition needs to be reconveyed to RTC, LLC.
Because the property in question is registered, a resolution is required to permit the recording.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution No.
06-03-080 and Resolution No. 06-03-081, which are resolutions authorizing the conveyance
parts of Outlots AA, L and M in Ramsey Town Center Addition and which descriptions are on
attached Exhibit A.

Further discussion: Councilmember Elvig questioned if a thorough survey including stakes has
been completed. City Attorney Goodrich replied he is not certain that the area has been
physically marked, but Hakanson Anderson has looked at this carefully, as well as URS. He is
confident the survey has been completed properly.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson,
Pearson, and Strommen. Voting No: None.

Case #9:

Consider Entering into MnDOT Agreement 89136-R for Construction
Improvements along TH 47

Assistant Public Works Director Olson reviewed that the City had entered into a memorandum of
understanding with the Minnesota Department of Transportation and Anoka County in April
2004, which outlined responsibilities associated with certain desired improvements along TH 10.
Included in this case is MnDOT Agreement No. 89136-R, which provides for the necessary
contractual agreement required by the State to award two projects that will facilitate the
installation of a tum lane extension along TH 10 at Sunfish Lake Boulevard, and the
reconstruction of Ramsey Boulevard at TH 10. The cost of the work that will be the
responsibility of the City is estimated to be $472,754.05. The actual cost will be based upon the
bid proposal which is scheduled to be received on March 24, 2006.

Motion by Councilmember Olson, seconded by Councilmember Pearson, to adopt Resolution
#06-03-082 authorizing the City to enter into MnDOT Agreement No. 89136 to provide the
City's share of the costs of the turn lane on TH 10 at Sunfish Lake Boulevard and the
reconstruction of Ramsey Boulevard at TH 10 and other associated construction to be performed
within the corporate City limits under State Project No. 0202-80 and State Project No. 02-02-81.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Pearson, Cook, Elvig,
Jeffrey, and Strommen. Voting No: None.

Case #10: Disposal of 2005 Storm Debris

City Administrator Norman indicated staff has received three quotes ranging from $17,750 to
approximately $40,000 for the disposal of the 2005 storm debris.
