Kelly Acres <br />_Preliminary Plat Review <br />February 28, 2006 <br />Revised April 5, 2006 <br />2of4 <br />Existing Structures: Please submit a revised site plan indicating the location of all existing <br />structures on the site and how access will be obtained to these homes. <br /> <br />Landscaping and Tree Preservation Plan: A landscaping and tree preservation plan, dated <br />March 13, 2006, has been submitted. The site is a remnant of a tree farm and a majority of the <br />existing trees are Red Pines. Within the area of development, approximately 50% of existing <br />trees will remain, mostly in the backyards of the proposed lots. Al1 trees outside the limits of the <br />proposed street and lots will remain. Prior to any construction activity, tree save fencing shall be <br />installed at the dripline of individual trees or groupings. <br /> <br />Each lot is required to have a minimum of two (2) trees installed in the front yard, near the <br />property line. Comer lots should have one tree installed along both streets. It does not appear <br />that any existing trees will be preserved in the front yard of the proposed lots and therefore, credit <br />toward required plantings is not warranted. Deciduous trees shall be at least one (I) inch caliper <br />and coniferous trees shall be at least five (5) feet in height at the time of installation. All <br />proposed species are appropriate for this site. A revised landscaping plan wiI1 be verified at Final <br />Plat. <br /> <br />Wetlands: It appears that there is a small wetland located on the Kelly Acres site. This should <br />be verified by a wetland delineator and delineated on the site plan. Any wetland impact must be <br />avoided, if possible, and must be approved by the Lower Rum Pdver Water Management <br />Organization (LRRWMO) <br /> <br />In addition to delineating the wetland, a buffer around the wetland will need to be maintained. <br />The buffer width is dependent upon the management classification of the wetland, wkich has not <br />been determined. City Code states that it is the applicant's responsibility to supply detailed <br />information to the City so that this determination can be made. It does appear that existing iree <br />cover will satisfy the buffer requirements, but monumentafion will need to be installed on Lots 3- <br />5 Block 3 denoting the limits of the buffer. At the time that the final plat is recorded, it will be <br />necessary to record a notice of the wetland buffer requirement and prohibited activities against <br />the title of these lots with the Anoka County Recorder. <br /> <br />Drainage and Grading: A revised drainage plan has been submitted. A building summary has <br />been submitted showing lot, block, lowest opening and floor elevations, garage opening, 100 <br />year flood elevation pond wetland, centerline elevation; front yard slope (%), rear yard slope (%) <br />and a list of the lots require grading certificates. <br /> <br />Staff needs to verify that the 100 year flood elevations shown on the plan represent the conditions <br />for back to back 100 year flood events since this development is a landlocked basin. The city <br />must also verify that the calculations do not anticipate infiltration which is not allowed in the <br />determination of the flood event. <br /> <br />-135- <br /> <br /> <br />
