A <br />NPDES permit is also required with a courtesy copy of the permit sent to the City of Ramsey. <br /> <br />Streets and Access: A reconfiguration of Wolverine Street has been explored, and due to <br />wetlands to the north of Kelly Acres, the proposed street configuration is acceptable. <br /> <br />The grading plans propose to construct 171st Avenue to the west of Wolverine Street to access <br />Lot 1, Block 1. A temporary cul-de-sac will be required to be constructed at the terminus of <br />street. Also, the plat drawn by E.G. Rud and ~ons, Inc. needs to be revised to indicate the platting <br />of 171st Avenue. <br /> <br />Sidewalks: A 5-foot sidewalk is proposed on the west side of Wolverine Street to 171*t Avenue <br />and along the north side of 171st Avenue. The proposed sidewalk must be one foot off the <br />property line. All sidewalks in driveways need to be 6 inches thick and ADA compliant. After <br />further review, the City is requiring the construction of sidewalk within the City fight-of-way <br />north to County Road 63. The City will reimburse the developer for the construction of the <br />sidewalk outside of the plat, as laid out in the development agreement. <br /> <br />Traffic Generation Analysis: A traffic generation analysis has been completed for the proposed <br />Rum River Prairie-Kelly Acres subdivision. The report indicates that ail intersections will <br />perform well under the "build" scenarios. Stop sign installation must occur at all streets <br />intersecting with Tiger Street. At full-built out, left turn lanes are suggested for Armstrong <br />Boulevard at Tiger Street. <br /> <br />Water Utilities: Individual wells are proposed. Well locations must conform to the Department <br />of Health Standards for setbacks fi:om sewer infrastructure. The City of Ramsey does not allow <br />plastic water pipes. Please resubmit a utilities plan indicating the use of ductile iron pipe, and an <br />accompanying maintenance plan. Provide a process to fill and flush 4 times a year, and valve <br />turning. Testing will need to be repeated upon connecting to urban services. <br /> <br />Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be reviewing and <br />permitting the community septic system. Ail City approvals will be contingent upon receipt of <br />this permit for the location indicated. Upon permitting by the MPCA, the City will require <br />detailed information concerning the design, exact location, and maintenance of the primary and <br />secondary community septic systems. Information concerning the contractor responsible for <br />maintaining and monitoring the community septic system is required. This system will also <br />require an annual inspection. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development. The City will need to approve all HOA documents prior to release of the final plat <br />for recording.
