It is <br />anticipated that an additional 26 single-family housing units will be added to Kelly Acres <br />and an additional 128 single-family housing units will be added to Rum River Prairie. <br />The Kelly Acres units will be added adjacent to the initial development, while the Rum <br />River Prairie units will be added to the west of Armstrong Boulevard. This growth is likely throughout <br />the area within the next I0 years. The 2016 Baseline volumes are shown in Figure 4. All <br />Development traffic was then added to the 2016 Baseline to come up with the Full Build <br />Volumes as shown in Figure 5. <br /> <br />Traffic Operations Analysis <br /> <br />Analysis was completed for each of the scenarios for both the A.M. and P.M. peak hours. <br />The analysis was performed using the methodology of the 2000 Highway Capacity <br />Manual through SYNCHRO, a traffic analysis sol, are program by Trafficware. Results <br />of the analysis are displayed as measures of effectiveness. Measures of effectiveness <br />display quantitative information about the performance of an intersection or network of <br />intersections. The pr/mary measures that are used in this study are level ofserv/ce and <br />delay. <br /> <br />Level of Service <br /> <br />The operational analysis results are described as a Level of Service (LOS) ranging fi.om <br />A to F and these letters serve to describe a range of operating conditions for different <br />types of facilities. Levels of Service are calculated based on the 2000 Highway Capacity <br />Manual, which defines the level of service, based on control delay. Control delay is the <br />delay experienced by vehicles slowing down for a signal or stop sign, the wait time at the <br />signal or stop sign, and the time for the vehicle to speed up and get through the signal or <br />enter into the traffic stream. The average intersection control delay is a volume weighted ' <br />average of all delay from all intersection approaches for signalized intersections. Level <br />of Service D is commonly taken as an acceptable desi~ year LOS.
