I

1

and its associated intersection delay for a signalized and unsignalized intersection is
presented below. The delay for unsignalized intersections is lower for each LOS
compared to signalized intersections accounts for the fact that people expect a higher
level of service when at a stop-controlled intersection.

Table 3: Related LOS to Control Delav

Signalized Intersection Unsignalized Intersection
LOS Control Dela,v per Vehicle (see.) This is calculated by
dividing the total traffic using the facility by the capacity of the facility. This can then
determine ifa facility is sufficient to handle the traffic that is expected to be traveling on
it. A ratio greater than 1.00 predicts that the facility will be unable to discharge all of the
demand arriving on it. Such a situation would result in long queues and extensive delays,
or diversion to alternate routes.

Analysis and Mitieation

Each intersection was analyzed by the criteria listed above. Analysis of the 2006
Existing Scenario looks at the operations of thc intersections under existing conditions
and volumes. The 2006 and 2016 Build Scenarios look at the traffic operations achieved
at the intersections with the first phase of both Developments. The 2016 Full Build
Scenario looks at the traffic operations with thc additional single-family homes added to
the 2016 Baseline + Phase l. Analysis was also completed for ten years after Full Build
resulting in a 2026 Full Build Scenario. If LOS D or worse is experienced, mitigation is
necessary to bring intersections within acceptable levels of service, if possible. These
scenarios are labeled Mitigated, if required.

Kelly Acres and Rum R:ver Prmme

Prepared by:
Bolton & Monk, Inc

Traffic bnpact Study
I City ofRamsey, Anoka County Minnesota
53-
