Motion by Councilmember Olson, seconded by Councilmember Pearson, to recommend that the <br />City Council adopt a resolution ending the probationary period for Mr. Berge and granting him <br />status as a full-time regular Parks Lead Person. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Councilmembers Olson and Pearson. Voting <br />No: None. <br /> <br />Case #2: Consider Ending Probationary Period for Community Development Director <br /> <br />Human Resources Manager Reed explained Patrick Trudgeon was appointed Community <br />Development Director effective January 1, 2005. Mr. Trudgeon has successfully completed his <br />one-year probationary period and the City Admirfistrator recommends retaining Mr. Trudgeon as <br />the full-time regular Community Development Director. Ms. Reed noted this item should have <br />been presented to the City Council in january 2006; however, it is coming forward now due to an <br />administrative oversight. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to recommend that the <br />City Council adopt a resolution ending the probationary period for Mr. Tmdgeon and granting <br />status as the full-time regular Community Development Director. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Councilmembers Pearson and Olson. Voting <br />No: None. <br /> <br />Further discussion: Chairperson Cook inquired if there is the possibility of legal ramifications in <br />the situation of a probationary period being overlooked. Human Resources Manager Reed <br />replied there is nothing tied to this, except the action of ending the probationary period. If there <br />were a situation with performance issues she should be made aware of that long before the <br />probationary period is ending. Chairperson Cook inquired if probationary periods are extended <br />if there are issues being worked through. Human Resources Manager Reed responded in the <br />affirmative. <br /> <br />Case #3: Consider Appointments to the Planning Commission <br /> <br />Human Resources Manager Reed reviewed that Mr. Robert Johnson, Vice Chair of the Planning <br />Commission, and Ms. Deborah Shepherd, Planning Commission member, have submitted letters <br />of resignation effective March 31, 2006, and April 30, 2006, respectively. Staff was given <br />direction to fill the vacancies and interviews were conducted with five individuals on March 15, <br />2006. The recommendation is for the appointment of Ralph Hunt for a term to expire December <br />31, 2011, and Jessica Trites Rolle for a term to expire December 31, 2010. The recommended <br />terms take into consideration the adjustments needed to limit vacancies to two per year. <br /> <br />Councilmember Olson asked if the Chair of the Planning Commission has provided any input <br />regarding the appointments. <br /> <br />Human Resources Manager Reed replied the Chair requested background information on these <br />two individuals through the Community Development Director. <br /> <br /> Personnel Committee / March 28, 2006 <br /> Page 2 of 4 <br />-22- <br /> <br /> <br />
