PC CASE St 5

CONSIDER GUIDELINES FOR EMPLOYEE RECOGNITION PROGRAM

By: Givonna Reed, Human Resources Manager

Background:

At its meeting on March 28, the Personnel Committee discussed the "Employee of the
Year Award" and asked for information regarding how the program is administered. The
program was started by Mayor Garnet and has been in existence for two years. In the
past, the Mayor and City Council members have selected the award recipient. The
Personnel Committee directed staff to develop guidelines for an employee recognition
program that will require input from department heads and the City Council.

The intent was that the award(s) would be presented at the April 26, 2006, Employee
Appreciation Breakfast instead of the Volunteer Appreciation Dinner. Staffis requesting
City Council approval to hold the recognition program at the fall Employee Appreciation
Luncheon, as there is not enough time to design and implement the new program by the
end of April. Staff will present the proposed guidelines for a recognition program to
employees at the spring appreciation luncheon (April 26) and will ask for input at that
time.

Staff's goal is to develop a recognition program that is fair, highly visible and consistent.
Below is a draft outline for the City's new employee recognition program: Great
Performers.

1. Employees will be recognized for outstanding performance in three areas:
innovative idea; collaborative team project; and customer service (going above
and beyond the call of duty).

2. Employees will be nominated by fellow employees and department heads for one
or more of the categories. The nomination will describe, in detail, why the
employee is being nominated.

Each department head will review nominations for his or her subordinates. The
department head will select one nomination from each category to be reviewed by
the department heads. The compilation of nominations by all department heads
will be called the "nomination list".

Department heads will meet and consider nominations from all department heads.
This group will forward the nomination list to the City Council along with a
recommendation for the winner(s) in each category.

G:La. dministratiorfl:t umanRc$ou roe s~Trainin g~Em ployce Rccognitiotkee recognition program guidelines ~-I 1-06.doc -265-
