be assessed at the same rate as the street portion. The total cost oflateral sanitary sewer and water main maintenance and recomtmction within the area where streets are receiving major maintenance will be included in the project cost to be assessed. The total cost of new lateral sanitary sewer and water main construction will be assessed against the properties receiving sanitary sewer and water service by the new construction. Tnmk Storm Sewer, Sanitary Sewer and Water Main: FINANCING Properties which have paid area and connection charges will not be assessed for trunk utility improvements. Properties which have not paid area and comnection charges will be charged for such charges if think improvements are performed in conjunction with the road major maintenance. The area and connection charges will be based on the rates established by the City Council by resolution. The cost of the major maintenance and related utility improvements will be assessed over a period not to exceed 15 years. The project costs not funded by assessments will be funded from general city revenues. The City Council may specify other funding sources if they are available and their expenditure is specifically authorized by the Council. When Washington County has developed the capability, the assessments shall be spread on an equal payment basis. At such time as a uniform charge based on land use types, i.e. street utility, method of financing becomes an option this policy will be re-evaluated by the Council. The assessment rate will be based on the project cost including the rate o~' interest on bonds sold to finance the project. No surcharge shall be placed upon the interest rote.
