Chairperson McDilda stated the goals and objectives were not listed in any particular order and
read them in the following order:
1. Work with City Staff and Council to address protection and connection of greenway spaces as
outlined in the 5-year Goals and Strategic Focus Areas.
2. Complete post-implementation revisions to Tree Ordinance.
3. Draft and present a "Tree Bank" proposal for City
4. Encourage citizen participation in policy implementation and environmental preservation
participation through various communication vehicles including: Annual "Environmental
Expo"; Maintain Ramsey Tree Book; Web site pages; Community Workshop; and Joint
commission work sessions.
5. Create a Public Grant and Funding Calendar for related environmental funding and present to
staffand council as outlined as a Basic Operating Principle of the City.
6. Address other environmental issues as identified and assigned.

Regarding No. 6, Board Member Max added examining option for waste streams. He stated he
was willing to take that on as a task force.

Environmental Specialist Bacon stated that besides the more general recycling questions, one
area that would bear on the trees and wetlands would be to review the organic faction of waste
stream; which isn't necessarily monitored.

Board Member Bentz asked if the definition of the term waste stream could be specified more
clearly. Board Member Max asked if it could be called consumer waste or residential waste.

Chairperson McDilda stated that a seventh goal and objective could be worded as, "Examine and
report on consumer waste stream management best practices for the City of Ramsey".

Board Member Freeburg stated that the word "wetlands" doesn't get mentioned. Chairperson
McDilda suggested that wetland buffer ordinance be added as another bullet under goal number
four.

Board Member Sibilski asked if the wetland inventory would be presented to the other
commissions and Council for approval. Coordinator Anderson replied in the affirmative. He
stated that the EPB has a support role similar to the ordinance as it goes through the adoption
process.

Environmental Specialist Bacon suggested that instead of starting with the word "draft" under
goal number three, to start with the word "research". He stated that there will be a lot of
additional staff input. Chairperson McDilda asked if the word "initiate" could be used instead.
He stated that he would redraft the Goals and Objectives and send them out to the EPB for final
comments, then bring it to the Council for ratification.

Case #2: Environmental Expo Committee Report

Chairperson McDilda stated that the committee did not have an opportunity to meet. He stated
that there are tables available to be used for information sharing.

Environmental Policy Board/March 6, 2006
