Meadow: Revised Final Plat & Site Plan <br />February 22, 2006, Revised April 19, 2006 <br />2 of 5 <br />Zoning: The development required a reconfiguration of the existing land uses and zoning. On <br />November 22, 2005, the City Council authorized City Staff to submit an application for a <br />Comprehensive Plan amendment to Metropolitan Council. On February 13, 2006, the City <br />received written notice fi.om Metropolitan Council that the land use change was approved. On <br />February 28, 2006, the City Council adopted an ordinance to reconflgure the zoning <br />classifications on the property to match the development proposal. <br /> <br />Final Plat Sheets: It is noted that the final plat sheet has been corrected with respect to street <br />names for I52nd Avenue and 152"d Lane. The underlying text for 152"d Avenue must be updated <br />on the plat sheet. <br /> <br />Lot Area and Width: In accordance with the approved preliminary plat, 12 of the lots are less <br />than the 10,800 square feet minimum: The newly proposed Lot 23 exceeds the 10,800 square <br />foot minimum lot size. The rezoning of the newly proposed residential lots to Planned Unit <br />Development allowed the flexibility in lot sizes. <br /> <br />The minimum' lot width is 80 feet; the lot widths, including the new Lot 23, range from 58 feet to <br />146 feet in width. The majority of the lots are at least 70 feet in width; this flexibility in lot <br />width was also approved as part of the rezoning to Planned Unit Development. <br /> <br />Density: The R-1 Residential regulatiohs for the urban service area allow a net density of 3 units <br />per acre or 4 units per acre as a Planned Unit Development. The residential portion of the plat <br />(46 new lots and 3 existing residential lots) consists of approximately 21.5 acres. Tl~ere are no <br />wetlands on the property and net density was reported to be 2.3 units per acre on February 22. <br />The d~'rmity calculation did not change With the addition of Lot 23. <br /> <br />Easements: The existing trail easement along Alpine Drive is being preserved. There is an <br />existing easement for the overhead power lines along Alpine Drive that is also shown on the final <br />plat. All building pads are appropriately located outside of these easements.' The standard 10 <br />foot (5 feet on common property lines) drainage and utility easements are being shown on the <br />final plat. <br /> <br />Traffic Analysis Report: The City Charter requires a traffic analysis report for th/s <br />development. The traffic analysis report indicates mm lanes will be required at the intersection <br />of Sunwood Drive and CSAH 5 ('Nowthen Boulevard). This intersection is not adjacent to the <br />site so the work may have to be undertaken as a city- county project. The Study also indicates <br />part of CSAH 5 will need to be upgraded to 4 lanes in the future. <br /> <br />Grading and Drainage Plans: The revised grading and drainage plans have been reviewed. <br />Detailed comments are contained in the attached plan review memo fi.om Leonard Linton to <br />Keith Willenbring, dated April 20, 2006. General comments are outlined below. <br /> <br />The trail must be shown along CSAH 5 (Nowthen Boulevard). It must be inside the plat north of <br />the existing connection to City Hall. It must be 1 foot off the fight-of-way line from that point <br />south to 150~h Lane. <br /> <br />-295- <br /> <br /> <br />
