Meadow: Revised Final Plat & Site Plan <br />February 22, 2006, Revised April I9, 2006 <br />$ of 5 <br />Street runoff from Helium Street must be captured at the south property line and directed to the <br />pond. <br />The project has received a permit from the Lower Rum River Water Management Organization. <br />An NPDES permit will also be required from the Minnesota Pollution Control Agency. Building <br />permits will not be issued before these permits are approved. <br />Streets and Access: In accordance with the approved preliminary plat, the existing City Hall <br />driveway to Alpine Drive N.W. will be converted and constructed as a public road (Helium <br />Street N.W.). This segment of Helium Street will connect with Helium Street on the south <br />boundary of the plat. Connection is also shown with 152"a Lane N.W. to the east. A future <br />connection is being platted for eventual connection with 152"a Avenue N.W. to the east. This <br />connection should not be constructed at this time. Temporary curb should be installed across the <br />· proposed street' opening, a "Future S~e~t Connection" sign must be installed, and the <br />construction costs to construct 152ad Avenue fi:om Helium Street to the east boundary of the plat <br />should be escrowed. Lot 5, Block 5 and Lot 1, Block 6 must gain access from Helium Street <br />since 152na Avenue will not be constructed at this time. The City is also in receipt ora proposed <br />temporary ingress/egress and drainage and utility easement over Lot I, Block 2 and a very small <br />portion of Lot 2, Block 2. T~e easement facilitates use of the existing City Hali access onto <br />Nowthen Blvd. as a temporary public access. Lot 1, Block 2 will not be eligible for a building <br />permit until Krypton Terrace N.W. is extended to intersect with Nowthen Blvd. and the existing <br />City Hall driveway onto Nowthen Blvd. is eliminated. <br /> Staff d~d receive comment fi:om Anok~"County regarding the proposed street configurations and <br /> accesses. Annka County does not support utilizing the existing City Hall access onto Nowthen <br /> Blvd. as a temporary access. Likewise, the County states that they do not support the future plan <br /> for a permanent access onto Nowthen Blvd. N.W. that would align with 151st Lane N.W. The <br /> City maintains its position to require a temporary access and the oppommity for a permanent <br /> access onto Nowthen Blvd. as a second outlet for the plat, in addition to the one on Alpine Drive. <br /> The County has also recommended that the access for the dental clinic on Nowthen Blvd. be <br /> eliminated and replaced on a street interior to the plat, Krypton Terrace. The City Staff response <br /> is that the access on Nowthen Blvd. N.W. is an existing access that will be retained for the <br /> commercial use. In accordance with the County's suggestion and a request from the owner of the <br /> commercial parcels, the site plan was revised to include an accessory access onto K~pton <br /> Terrace from the commercial property. As stated on February 22, 2006, the final plat still needs <br /> to be modified to dedicate right of access along Nowthen Blvd. N.W. to the County, except at <br /> approved driveways (City Hall, 3 existing residential lots south of City Hall, and the existing <br /> dental clinic driveway). <br /> <br /> The County is requiting the construction of north and south bound tight and left mm lanes at <br /> Alpine Drive. It is also recommended that the noise situation be assessed as County funds are <br /> not available for noise mitigation. The Landscaping Plan provides additional plantings along <br /> Nowthen Blvd. and Alpine Drive to reduce noise. <br /> <br />-296- <br /> <br /> <br />
