Meadow: Revised Final Plat & Site Plan <br />February 22, 2006, RevisedApril 19, 2006 <br />4of5 <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water. Detailed comments <br />on the plans are included in the attached memo. <br /> <br />Park Dedication: The Park and Recreation Commission reviewed the preliminary plat on <br />November I0, 2005. The motion was for park dedication in cash for the new residential units <br />created. The current rate is $2,400.00 per unit; the rate in effect at the time of f'mal plat approval <br />will be collected. The residential lot, the future fire station lot and the future school site are <br />exempt from this fee. The Park Commission recommendation also included a provision that land <br />dedication will be required to satisfy park dedication requirements if the future school site is <br />developed with other than a public/quasi-public use. Until that time, a temporary recreational <br />space should be provided on the public/quasi-public parcels for the new residents as well as <br />residents to the east. <br /> <br />Landscaping Plan: The proposed f'mal landscaping plan dated January 25, 2006 .is acceptable. <br />Per City Staff's recommendation, it has been revised to include additional plantings in the rear of <br />the lots that abut Nowthen Bird and Alpine Dr (especially considering the number of existing <br />trees that are being removed versus saved). The plantings will help reduce noise and air <br />pollutants, reduce the amount of storm water runoff, and filter out some of the light glare from <br />vehicles. <br /> <br />Tree Preservation: The proposed final tree preservation plan, dated January 25, 2006, is <br />acceptable. Staff's recommendation for additional plantings along Alpine and Nowthen Blvd. <br />have been incorporated into the plan. The removals mostly consist of red cedars, red pines, and <br />Siberi~r~-elms, none of which are distinctly unique or merit special status (the Siberian elm is also <br />considered an invasive species). <br /> <br />The City will be attempting to move some of the trees that are located on the City Hall campus. <br />Some of the potential candidates are located in the green space between the two driveways at the <br />west end of the property (offofNowthen Blvd), which are noted on the tree preservation plan as <br />being removed. Coordination with the City will be necessary to ensure that any trees potentially <br />slated to be moved are not damaged or inadvertently removed. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created prior to release of the final plat for <br />recording. The current rate is $580 per unit; the rate in effect at the time of final plat approval <br />will be collected. The motion was for a cash payment to satisfy trail fees except as noted. <br /> <br />Trail Development: The developer will also be responsible for constructing a trail along the east <br />side of Nowthen Boulevard from Alpine Drive to 150t~ Lane. The portions of the trail outside <br />the plat boundaries will be credit eligible against trail fees due on the Plat. Staff is requesting that <br />the Cover Sheet be modified to identify the trail. <br /> <br />-297- <br /> <br /> <br />
