Community Development Director Trudgeon stated that he wanted to mention that these are <br />detached townhomes, rambler style, with one-level living. He indicated that he thinks this <br />product is desirable in the city, but it will be a challenge to get the public roads and meet the <br />setbacks. <br /> <br />Mr. Urvig stated that the units are built handicap-adaptable, meaning that with small changes <br />they would work for someone in a wheelchair. <br /> <br />Vice Chairperson Johnson asked what Staff's observations are in regard to the road. <br /> <br />City Engineer Jankowski indicated that the developer is asking that it be a public mad. He stated <br />that perhaps they could look at somewhat of a reduction if the road were pushed up to County <br />Road 5 as more of a frontage road. <br /> <br />Vice Chairperson Johnson asked if with a variance the units could be stacked so that essentially <br />you had a driveway that went through to the second unit. <br /> <br />Community Development Director Trudgeon stated that the City has some townhome <br />developments that are a similar situation. He indicated that the concern with the right-of-way is <br />making sure you have the necessary amount of paved area. He stated they have approved some <br />roads with 50 feet of right-of-way and 32 feet of pavement. <br /> <br />Vice Chairperson Johnson stated that he would be open to something. He indicated that he <br />realizes this is a challenging piece. He stated that the road as shown may be a problem, but there <br />may b-e solutions Staff can suggest. <br /> <br />Commissioner Brauer stated they have talked about detached townhomes before. He indicated <br />that his problem is when they use detached townhomes to try to cram more units into the same <br />area, but this development seems to be going in the other direction. <br /> <br />Case #8 <br /> <br />Consideration of Amendments to Section 9.21 (Environmental Protection) of <br />City Code <br /> <br />Presentation <br /> <br />Community Development Director Trudgeon advised that the City of Ramsey is located on the <br />northern end of the state Mississippi River Critical Area Corridor, regulated by the State Critical <br />Areas Act and Executive Order 79-19, and the southern end of a portion of the Mississippi River, <br />which is regulated by the State Wild and Scenic Rivers Act. He stated that Ramsey is especially <br />unique in that lands along the Mississippi River are regulated by both Acts. <br /> <br />Community Development Director Trudgeon indicated that City Staffhas been working with the <br />DNR and Hoisington Koegler to update Ramsey's critical river regulations per Executive Order <br /> <br />Planning Commission/March 2, 2006 <br /> Page 27 of 31 <br /> -41- <br /> <br /> <br />
