He indicated that he does not know if Staff is in a better position to determine
what is a steep slope.

Community Development Director Trudgeon advised that concerning Subsection 5.e, that all lift
stations must be privately maintained and operated by those serviced by the station, he believes
that was clarified today in his discussion with Plowshare.

Nathan Franzen, Plowshare Development stated that he would prefer if it clarified private lift
stations.

Vice Chairperson Johnson agreed that the word 'private' could be added. He asked what
Plowshare would propose on the slopes.

Mr. Franzen indicated that in other areas where Plowshare has developed they have seen an 18%
to 30% range. He stated that 12% is a typical driveway slope, and they feel it is too restrictive.
Community Development Director Trudgeon stated that perhaps that slope is not used in other
cities, but there are not a lot of cities with frontage on the Mississippi River.

Vice Chairperson Johnson noted that if the language said 'except along right-of-ways', it would
help. -

Community Development Director Trudgeon added that any changes will need review by the
DNR.

Vice Chairperson Johnson suggested that they recommend 12% slopes for riparian lots, and 18%
for non-riparian lots, and see if the DNR will approve it.

Community Development Director Trudgeon stated that he would like to keep the language that
all plats must be submitted as a PUD.

Mr. Franzen stated he is not opposed to that language, they were just looking for clarification.

Community Development Director Trudgeon stated on the definition of open space, the City
does not have a solid definition. He read what is written in the Comprehensive Plan concerning
open space.

Mr. Franzen stated that his question with regard to open space is that 50% public open space is a
big burden to put on any property. He indicated that if that remains it needs to be clearly stated,

-42-

Planning Commission/March 2, 2006
