He stated he would prefer to see <br />the wording similar to the PUD ordinance. <br /> <br />Community Development Director Trudgeon stated that 50% open space is what the <br />Comprehensive Plan says, so they would either need to find some flexibility, or change the <br />Comprehensive Plan. <br /> <br />Vice Chairperson Johnson suggested they look for some flexibility. <br /> <br />Community Development Director Trudgeon stated that he will go to the files and see what the <br />rationale is, and see about applying some flexibility. <br /> <br />Mr. Franzen asked that it not be an either or, but that it is clearly defined. He stated that on <br />hardcover, the current standard is 30%. He indicated that what they are asking is that if they can <br />show through the CUP process that they have creative stormwater management techniques or <br />other things that could be a benefit, that the hardcover allowance be changed. He stated that the <br />way the code is now, for single-family, the hardcover is by lot. He indicated that what they are <br />proposing is trying to create more open space, but in the way this is written, it would not be <br />allowed. <br /> <br />Community Development Director Trudgeon indicated that they could add performance <br />standards to cover the issue. <br /> <br />Mr. Franzen stated that part of their site is outside of the area, and part is inside. He indicated <br />that he thinks it would be beneficial if there was a paragraph that looked at the entire project <br />rather-than what is in and what is out of the covered area. He asked if it would be possible to <br />allow averaging of the standards. <br /> <br />Community Development Director Trudgeon indicated that it may be tricky, but they could look <br />at it. <br /> <br />Vice Chairperson Johnson suggested that they say averaging would be considered. <br /> <br />Motion by Vice Chairperson Johnson, seconded by Commissioner Van Scoy to close the public <br />hearing at 12:05 a.m. <br /> <br />Motion Carded.
